Summary Provide Legal Counsel to the City of Beverly under the supervision of the City Solicitor.

Essential Duties and Responsibilities

Provide advice and opinions on the city charter and ordinances, state ethics law, open meetinglaw,publicrecordslaw,aswellasothermunicipal,state,andfederallaws,rules, and regulations.

Research legal issues.

Prepare responses to public records requests.

Draft ordinances and home rule petitions.

Represent the City in state and federal courts, as well as state agencies (e.g., Civil Service Commission, DEP, JLMC, DLR, etc.).

Handle all phases of civil litigation (e.g., drafting pleadings, discoveryandbriefs,and handle depositions and court appearances) and code enforcement.

Attend and advise at City Council meetings and subcommittee meetings.

Advise the Mayor, City Council, Department Heads, and the City’s agencies, boards and commissions on matters relating to their official powers, duties, and functions.

Prepare, review, and/or approve all contracts, deeds, and legal instruments on behalf of the City.

Handle collective bargaining and labor matters.

Other duties as assigned.

Qualifications

JD degree from an accredited law school.

Member in good standing of the Massachusetts Bar.

Demonstrated related work experience that provides the required knowledge, skill, and ability to perform essential functions of the job.

Civil litigation, municipal law, labor and employment law, environmental law (conservation commission), and/or land use (zoning board of appeals and/or planning board) experience preferred.

Demonstrated outstanding research, writing, and speaking skills.

Demonstrated outstanding litigation skills.

Ability and willingness to multi-task in a fast-paced environment.

Proficient typing and computer skills especially with Word, Adobe, and Excel

Skilled in use of Westlaw (or similar legal research database) and Registry of Deeds searches.

Excellent planning and organizational skills.

Hours: City Hall hours are Monday-Wednesday 8:30-4:30, Thursday 8:30-7:30, Friday 8:30-1, plus regular attendance at City Council (Monday evenings) and occasionally other “after hours” meetings or other additional work as required.
