The Assistant General Counsel – Labor, Employment and Compliance serves as a strategic legal leader, providing expert guidance on legal, union, employment and compliance matters and disputes that support the company's continued growth and operational excellence. This role requires a proactive, solutions‑oriented approach to legal risk management and compliance, ensuring alignment with the company's long‑term vision and commitment to its people, partners, and communities.

As a key member of the legal team, the Assistant General Counsel – Labor, Employment and Compliance oversees critical legal functions, advises company leadership nationwide, and fosters a collaborative, ethical, and compliant work environment. This role demands exceptional leadership, judgment, and the ability to translate legal and compliance complexities into practical, business‑friendly solutions.

Essential Functions Leadership Responsibilities

Serve as a trusted legal advisor to executive leadership and operational teams, providing strategic counsel on labor and employment issues, compliance, risk mitigation, and legal best practices.

Hire, lead and manage outside counsel, ensuring effective strategy for claims / disputes and regulatory compliance across all company operations.

Develop and implement policies, governance and training to promote a strong culture of ethics, compliance, and risk awareness at all levels of the organization.

Oversee and enhance company‑wide compliance programs, ensuring adherence to licensing, employment regulations, OSHA standards, and government contracting requirements.

Drive proactive risk management strategies, anticipating legal challenges and positioning the company for long‑term success.

Foster cross‑functional collaboration, working closely with operational, HR, risk, finance, and business development teams to align legal strategies with business objectives.

Employment Claims and Litigation

Respond to charges, and supervise defense and litigation of actions involving a broad range of employment‑related claims and agency charges.

Advise, counsel, and train operations and management on various employment and labor law issues and compliance.

Serve as primary liaison with outside counsel and internal Human Resources Department for active litigation matters and insurance claims, ensuring alignment with operational goals, budgets and timelines.

Regulatory & Compliance Oversight

Oversee compliance with all federal, state, and local regulations impacting company operations.

Oversee the Government Compliance Program and staff, including analysis of public project subcontracts and regulatory obligations.

Serve as the primary legal resource for OSHA, safety, environmental, and employment‑related matters across all business units.

Manage licensing and regulatory compliance, ensuring all contractor licenses (approx. 125), business registrations (approx. 144), and prequalification requirements (approx. 4,000 annually) remain current and in good standing.

Union & Labor Relations Leadership

Guide operational leaders on union‑related matters, including:

Labor agreement negotiation, compliance and interpretation

Resolution of union disputes and grievances

Union workforce management and pension liability concerns

Work with Labor Relations Director to formulate a comprehensive labor strategy for the organization.

Leadership and Development

Manage and mentor a team of analysts and other professionals, fostering an environment of operational excellence, professional development and continuous learning.

Promote an environment of collaboration, accountability and adaptability within the legal team and across operations.

Basic Qualifications

Juris Doctor (J.D.) from an accredited law school.

Active license to practice law in at least one U.S. jurisdiction.

10+ years of progressive legal experience, preferably in employment and labor law, litigation and regulatory oversight.

Experience managing people, leading legal teams and advising executive leadership on complex legal matters.

Preferred Qualifications

Local to the Kansas City Metropolitan preferred.

Experience in AEC, manufacturing, industrial, union, or similar environments.
