is seeking a

Database Engineer and Architect Lead

to lead the technical strategy for the DREAM (Data Replication Engineering and Management) program.

Responsibilities

Solution Architecture: Design the technical roadmap to migrate legacy systems to Oracle Cloud Infrastructure (OCI).

Modernization Strategy: Lead the design and execution of moving legacy on‑premises databases to a modernized cloud architecture.

Architectural Evolution: Advise on the continued shift from a monolithic structure to a SOA with microservices and API gateways.

Capacity Planning: Research and recommend new database platform technologies to handle growth of 5 TB/month.

Data Replication: Architect complex Oracle GoldenGate (OGG) replication flows to ensure data is synchronized across 300+ databases globally in near real‑time.

Operational Excellence: Maintain technical oversight of the infrastructure to support SLAs and demonstrate continuous improvement.

Team Leadership: Provide staff supervision and mentorship for a technical team.

Documentation: Maintain accountability for the technical accuracy of System Architecture Design Documents and Operating Procedures.

Qualifications

Bachelor’s Degree in Computer Science or a related Information Technology field.

10+ years of experience leading programs of similar scope and complexity with multiple simultaneous projects.

10+ years of hands‑on experience with at least three of Oracle, SQL Server, .NET, Java, engineered systems, cloud technologies, data integration, automated testing and deployments, and DevSecOps (preferably in Department of State environments).

6+ years of experience supervising technical teams with four or more members.

Demonstrated experience migrating mission‑critical on‑premises workloads to Oracle Cloud Infrastructure (OCI) or Azure.

Proven track record of architecting and executing migrations of multi‑terabyte Oracle RAC/Exadata workloads to OCI or a hybrid‑cloud environment.

Mastery of Oracle Real Application Clusters (RAC), Data Guard, and Exadata Engineered Systems.

Proven experience designing and troubleshooting complex Oracle GoldenGate replication flows for inter‑agency data sharing.

Industry‑recognized technical and/or business certifications such as Oracle Certified Master, IBM Certified Solution Developer, or Oracle Certified Professional.

Excellent leadership, communication, and stakeholder engagement skills.

Top Secret clearance preferred.

Preferred

Experience supporting the Department of State.

Experience leading database engineering teams within a Scaled Agile Framework (SAFe) environment, integrating database changes into modern CI/CD pipelines (DevSecOps).

Experience designing and implementing predictive monitoring solutions (e.g., Splunk, Elastic, Oracle Enterprise Manager Analytics) that detect performance anomalies and trigger preemptive corrective actions.

Understanding of NIST SP 800‑53 and Zero Trust Architecture principles, with a proven record of guiding complex, federal High Value Assets through the RMF process to achieve and maintain an ATO.

Location & Compensation Washington, DC — Salary range $109,000–$160,000 annually.
