This role involves managing the entire lifecycle of a program or project, from opportunity identification through full‐rate production and product phase‑out. The Program Manager will oversee cost, schedule, scope, and quality, ensuring that projects meet customer expectations and company standards. Essential Functions
Project / Program Management
Develop Project / Program Plan Define Work Breakdown Structure and Program Team Execute the Project Manage Change Close out and capture lessons learned
Project / Program Cost & Schedule Management
Budget, estimate, and forecast Develop and manage Integrated Master Schedule, defining activity and milestone targets Monitor and report actual costs, variance, and expenditure trends Perform Estimate to Complete and Estimates at Completion analyses Control budgeting and change management
Project / Program Resource Management
Identify project/program team roles, responsibilities, and accountabilities Create program organizational structure and decision hierarchy Monitor and manage team performance against plan
Project / Program Risk Management
Identify risks and opportunities Conduct quantitative/qualitative risk analysis Abate and track risk actions
Project / Program Communications
Develop communications plan and distribution strategy Provide primary customer interface for program‑related items Prepare, conduct, and report on monthly and quarterly program reviews
Critical Competencies
Expert in managing the development of new technology, products, subsystems, and systems Strong management, influencing, and quantitative skills; proficient with MS Project, Office suite, and ERP systems Technical understanding sufficient to guide decisions and reduce technical risk Participates in financial audits and project road‑mapping; primary point of contact for customers Collaborates with internal and external stakeholders to drive program completion Communicates clearly to stakeholders and provides input for strategic direction Education & Experience Requirements
Bachelor's degree (or equivalent) with 3–5 years experience with complex electronic systems or equivalent 3+ years project management experience DOE Program Management/EVM experience highly desired MS or MBA, PMP certification preferred Proficiency with MS Project, Office suite, and ERP data extraction Excellent written and verbal communication skills across functional areas Must be a U.S. Citizen In compliance with pay transparency requirements, the salary range for this role in New Jersey is $114,000–$133,000 annually. The final offer may vary based on experience and internal consistency.
