Job Summary This position serves as a critical business-to-technical liaison, bridging the gap between business needs and the analytical technology team. The Senior Decision Support Consultant will transform high-level business requirements into precise technical specifications, design, develop, and support complex projects, data analyses, and analytical applications for Highmark’s pharmacy and medical benefit specialty drug management programs. The consultant provides strategic consultation to department leadership, leads project management activities, mentors lower-level analysts, and influences enterprise informatics strategy and business relationships.

Essential Responsibilities

Consult with enterprise informatics analysts, provide insight, and offer consultative guidance to Highmark partners.

Act as a key business contact across multiple units, facilitating issue resolution.

Maintain and contribute content to the shared Enterprise Informatics Intellectual Capital Repository, editing submissions and best‑practice audits.

Advocate for business needs in emerging areas, prioritizing new work requests relative to workload and resources.

Provide overall technical direction for complex decision‑support projects, including design, testing, and reporting enhancement.

Develop advanced analytic models and methodologies for profiling providers, assessing outcomes, analyzing cost and utilization trends, and quantitative forecasting.

Lead complex studies, simulations, and statistical testing to solve high‑impact problems for senior management and partners.

Lead development and maintenance of complex computer programs, 4GL and SQL, statistical models, and system testing.

Integrate external data sources (e.g., HC4, HMS, Medco, Acxiom, NCQA, BCBSA) with internal Highmark data for comprehensive analytics.

Evaluate and select new clinical and technical products and methodologies to enhance corporate performance.

Conduct data research and preparation related to Health Management programs.

Execute all facets of the informatics project‑management process and lead multiple project managers.

Define problems, gather requirements, design analyses, perform statistical testing, interpret results, and present findings.

Ensure tools and systems are compatible with corporate architecture and manage ISG implementation to production.

Identify parallel issues and project needs within medical and business literature.

Perform additional duties as assigned.

Qualifications

Bachelor’s degree or equivalent experience.

10–15 years of experience in data analytics, marketing support, or a business environment focused on technology solutions for business problems.

10–15 years experience querying relational databases using 4GL languages such as SAS or SQL.

10–15 years experience in project‑management activities: problem identification, meeting deadlines, and collecting accurate information.

Preferred

Master’s degree in Computer/Information Science, Mathematics/Statistics, Economics, Industrial Engineering, or Operations Research.

Experience as a Decision Support Analyst or equivalent in a specialty pharmacy, clinical pharmacy, or clinical environment.

Proficiency in 4GL programming languages (R, Python, SAS, SQL) and database technologies (Hadoop, DB2, Teradata, Oracle, Google Cloud).

Experience building data products using Power BI.

Skills

Strong programming skills in SAS/SQL or comparable 4GL languages for querying relational databases.

Understanding of relational databases, normalization, data source availability, field interpretation, and file structures.

Knowledge of Highmark business areas, processes, and data flows impacting Informatics analyses.

Advanced analytic technique expertise to solve complex problems and generate business insights.

Capacity to perform multiple complex tasks simultaneously with high productivity.

Strong written and verbal communication skills, with a focus on consultative customer service and stakeholder presentation.

Solid understanding of healthcare terminology, techniques, and reimbursement mechanisms.

Travel Requirement 0% – 25%.

Pay Range Minimum: $78,900.00 – Maximum: $147,500.00.
