The Senior-level
Principal Systems Engineer
shall lead a diverse, multi disciplinary team of information technology engineers to tackle unique and complex challenges to achieve objectives tasked to the activity's IT Architecture and Engineering (A&E) team in direct support of business and mission-focused needs.
Responsibilities
Drive the A&E team and directly support the performance of system integration, performance analysis, requirements engineering and management, testing and evaluation, and other Systems Engineering (SE) disciplines for successful system/solution development, design, implementation, and decommissioning
Perform analysis, design, deployment, and lifecycle support for innovative IT systems, applications, and services, and ensure all aspects of a project/system are properly evaluated and integrated with the end capability
Oversee the A&E team performing engineering analysis of disconnected and legacy systems to identify duplicative capabilities, gaps, critical activities, candidates for scaling to enterprise-level, streamlining opportunities, efficiencies, and overall areas for improvement. Identify issues affecting end-to-end performance of systems, provide engineering support to system testing and modeling efforts, and assist in the development and implementation of strategic solutions
Support analysis and determination of risk probability and impact, prioritization of perceived risks, and establish risk monitoring and management strategies
Requirements
Active TS/SCI Clearance with the ability to obtain and maintain a CI Poly
Graduate Degree from accredited University; or Bachelor’s Degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering from an ABET accredited or NCAE designated institution; OR
Certification :
Certified Information Security Manager (CISM); or
Certified Information Systems Security Professional (CISSP); or
CompTIA Security +; or
CompTIA Advanced Security Practitioner (CASP+); or
GIAC Security Leadership Certification (GSLC)
Strong level of knowledge and demonstrated technical experience working with and across the many Microsoft-based operating systems (OSs) and enterprise-grade applications and services to include, but not be limited to, Active Directory, Exchange, Internet Information Services (IIS), SharePoint, Skype for Business, SQL Server, Windows, Windows and Server
Demonstrated experience in leveraging and providing system engineering within an established System Development Life Cycle (SDLC) program
Demonstrated experience in capturing, analyzing, and decomposing stakeholder and/or product requirements in order to generate design solutions that will be implemented, tested, and eventually transitioned to the operational environment that acknowledge technical, compliance, schedule, and cost constraint
Demonstrated experience leading, directing, and evaluating task execution and performance exercising latitude and independence of globally dispersed teams to successfully meet team objectives, goals, and deadlines as expected
Demonstrated experience performing advanced troubleshooting techniques, methodologies, processes, and practices to quickly identify and assess an issue, develop the strategy to resolve the issue, implement the resolution, and restore the degraded entity to an operational state all while maintaining concern for the original configuration and the overall Information Security (INFOSEC) posture of the environment
Meet the Cyber IT/Cybersecurity Workforce (CSWF) Research and Development Specialist (661); Advanced Level for SECNAV M-5239.2 compliance

Strongly desired to be Microsoft Certified Solutions Expert (MCSE): Core Infrastructure, MCSE: Productivity and Global Information Assurance Certification (GIAC) GIAC Certified Windows Security Administrator (GCWN) certified
Technical certifications in other enterprise level OSs, applications, and technologies, such as Citrix, Cisco, Microsoft, NetApp, Red Hat, Splunk, and/or VMware, are also a plus
Demonstrated experience working with newer core Microsoft technologies to include Active Directory, Windows 10, Windows Server 2016, Microsoft SQL Server 2016, and Microsoft IIS 10
Demonstrated experience working with *nix-based OSs such as KVM, Red Hat Enterprise Linux (RHEL), and VMware vSphere ESXi to support implementation, configuration, securing, and troubleshooting, vendor appliances, and *nix-based solutions
Demonstrated experience leveraging Microsoft PowerShell for the purposes of automating and orchestrating routine and/or complex tasking in day-to-day operations, implementations, testing, validation, and verification. Experience using Microsoft PowerShell to support Infrastructure as Code (IAC) and Configuration as Code (CAC) in a production enterprise environment is a plus.
Demonstrated experience drafting and producing all common SE products throughout the SDLC such as requirements, System Concepts, Project Plan, SE Management Plan (SEMP), Concept of Operations (CONOPs), Validation Plans, System and Subsystem Requirements, Verification Plan, Design Documents (high-level, system, subsystem, etc.), Deployment plans, O&M Plans, and Retirement Plans
Demonstrated experience providing mentorship and On the Job Training (OJT) to junior and/or lesser experienced team members
Demonstrated experience with major Systems of Systems Engineering (SoSE) projects is a plus
Working knowledge of all aspects of enterprise-grade IT Architected solutions across the stack: physical, networking, storage, virtualization, servers, applications, and services
Familiarity with system security engineering (SSE) techniques, methodologies, processes, and practices and how to employ them at each stage of the system life cycle
Familiarity with Cyber Resiliency specific SSE considerations as they relate to the engineering of trustworthy secure information systems
Familiarity with secure coding and software development techniques, methodologies, processes, and practices
Familiarity with enterprise networking aspects and concepts as they pertain to SE processes
