The City of Charlotte is seeking an Engineering Director for Charlotte Douglas International Airport (CLT) to provide strategic leadership and oversight of the Airport’s Engineering Division, managing large-scale design and construction programs valued at hundreds of millions annually. This position directs all engineering and construction activities supporting CLT’s $3.5 billion capital improvement program over the next five years, spanning airside, landside, horizontal, and vertical projects. Reporting to the Chief Infrastructure Officer, the Director ensures all initiatives align with FAA, TSA, NCDOT, and City of Charlotte standards to promote operational safety, efficiency, and compliance.
Responsibilities
Manage and direct large-scale airport engineering and construction activities on a 24/7/365 schedule. Oversee procurement, contract negotiations, and delivery methods, including design-bid-build, design-build, and CMAR. Develop and monitor budgets using project management information systems (PMIS). Lead consultant and contractor selection processes and administer construction contracts. Review and approve capital expenditures, change orders, and payment claims. Represent CLT at City Council meetings, public hearings, and industry forums. Ensure all development activities comply with safety, security, and environmental regulations. Qualifications
Bachelor’s degree in engineering, aviation related field, or related field plus seven (7) years’ experience; master’s plus five (5) years’ experience. Seven years of progressively responsible experience in airport engineering, planning, and construction, including considerable supervisory experience. Professional Engineer (PE) license required. Certified Member (C.M.) of AAAE preferred. Proven success in delivering large-scale infrastructure projects on time and within budget.
