Primary Responsibilities
Requirements, Cost and Effectiveness
Performing in-depth technical studies requiring specialized skills or knowledge
Developing technology roadmaps to achieve mission needs
Conducting risk/benefit analysis of different technical choices or outcomes
Providing independent reviews and summaries of technical and scientific literature
Performing horizon scanning to identify emerging threats or opportunities, identifying available commercial and open-source capabilities, and establishing industry benchmarks
Participating, presenting, and producing materials for working groups, workshops, and interagency forums to provide expertise and technical consultation
Providing expertise and advice on research and development processes and providing recommendations on how to adopt technologies into IC capabilities
Providing technical consultation and assessments on specific topics
Informing the development of IC-wide science and technology policies, requirements, needs, risks, and investments
Additional Responsibilities
Operational Oversight : Review and approve employee timekeeping and leave requests to ensure compliance with contract requirements and internal policies
Workforce Management : Monitor and maintain staffing levels to meet Full-Time Equivalent (FTE) targets across assigned programs
Employee Engagement & Retention : Drive initiatives that promote employee satisfaction, recognition, and long‑term retention within high-performance teams
Talent Development : Support career growth by mentoring staff and aligning individual capabilities with evolving project and business needs
Strategic Recruitment : Lead recruitment efforts for billable roles, including candidate evaluation, interviewing, and offer negotiation within approved compensation ranges
Client & Stakeholder Relations : Maintain proactive communication with clients and external partners to identify emerging business opportunities and support strategic growth
Leadership Collaboration : Participate in ad‑hoc manager meetings to align on performance metrics, operational priorities, and cross‑functional initiatives
Basic Qualifications
TS/SCI with Poly
REQUIRED
Experience providing advice, analysis, and insight on Science and Technology areas
Experience in translating requirements, in an oversight role, to ensure product builds meet technical specifications
BS degree in Engineering/Physics/Math and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience. May possess a Doctorate in technical domain.
Experience looking at system requirements from a big‑picture integration perspective
Min 5 year working with or in the IC
Collection experience in various INTs
Operations Reseach & Data Analytics
GEOINT/SIGINT experience
