Overview
JOB: Research Consultant II – Data Science, Office of Research & Evaluation. The Utah Department of Health & Human Services is seeking a skilled and motivated individual for the Research Consultant II position. This role is highly technical and provides data analytics services, including writing complex SQL queries and reports. The team is responsible for creating data summaries and performance measures, designing visualizations, conducting data reviews for quality issues, providing technical assistance to data users and data suppliers, responding to ad hoc data requests, producing data sets, and extracting information data sets. The position provides specialized expertise in research design, analysis, and data needed to examine issues, trends and program evaluations. Additionally, the role may review data requests for feasibility, assist with planning new and actionable projects, provide feedback to data suppliers on data quality issues, assist with decision making on data quality issues and problem solving with data suppliers, and share opportunities for improvement in guidelines and processes. Other duties may include assisting with data collection and reporting to identify and support decision making and communicating effectively with internal and external stakeholders.
Responsibilities
Contribute to the development of reports and analyses to meet department, statutory, and external partner needs.
Deliver oral presentations to large groups in a professional and engaging manner.
Understand and follow rules, statutes, and department policies regarding data use, data reporting, and data protection.
Provide analytical guidance and support to internal and external data requesters.
Assist the office director with responding to legislative and public inquiries, as needed.
Adhere to legislative reporting requirements.
Create data summaries and written reports for various healthcare-related analyses.
Present to various internal and external stakeholder groups.
Assist with data reviews and identifying quality issues.
Design and pull data extracts for various users and use-cases.
Provide technical assistance to data users and data suppliers.
Contribute to grant proposals and projects, as needed.
Provide research and evaluation support to others across the department.
Review data proposals for feasibility.
Understand office revenue and costs.
Work with and hold accountable contracted vendors on enterprise data collection projects.

Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date. This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
