The Emergency Medical Services Advisory Committee is established in the Executive Branch of the Government of the District of Columbia to advise the Mayor, the Chief of the Fire and Emergency Medical Services Department, the Director of the Department of Health, the Director of the Department of Mental Health, and the Director of the Homeland Security Emergency Management Agency on issues related to providing emergency medical services in the District.
Primary Responsibilities:
Advise on best practices in emergency medical services across the United States to establish performance goals for the District.
Recommend standards or revisions to existing standards to be applied to the delivery of emergency medical services in accordance with district, federal, and Washington regional statutes, rules, regulations, and inter‑jurisdictional agreements.
Advise on the development of a program of public information and education about emergency medical services.
Advise on the development of an emergency medical data collection system for the District and on the categorization of emergency facilities and services.
Advise on the coordination of District emergency medical services with those coordinated through the Metropolitan Washington Council of Governments (COG).
Provide biennial comments on the operations of emergency medical services in the District.
Undertake other duties as assigned by the Mayor or his/her designee.
Committee Composition:
Twenty‑two (22) voting members appointed by the Mayor, including:
Two representatives of hospitals, including trauma centers, located in the District.
One representative of a professional medical organization concerned with emergency medical services.
One representative of a professional health organization or institution concerned with emergency health services.
Three representatives of labor organizations representing emergency medical services personnel.
One representative of a commercial ambulance service.
Eight community representatives (Seniors and elders; Persons with disabilities; Persons with limited or no‑English proficiency; The Latino community; The Asian and Pacific Islander community; The GLBT community). One representative for each category is required.
Six non‑voting ex officio members:
The Director of the Department of Health or designee.
The Director of the Fire and Emergency Medical Services Department or designee.
The Director of the Department of Mental Health or designee.The Director of the Homeland Security Emergency Management Agency or designee.
The Director of the Department of Human Services or designee.
The Mayor's Policy Advisor on Health and Human Services.
Term Lengths:
Voting members serve for a term of three years; the initial appointees: six serve three years, five serve two years, and five serve one year. Ex officio members serve at the pleasure of the Mayor.
Attendance Requirements:
The Mayor may remove any member who fails to attend two consecutive unexcused meetings; the Chairperson may remove a member who fails to attend three consecutive meetings. Chairperson is appointed from among the voting members and serves at the pleasure of the Mayor.
Vacancy Filling:
The Mayor appoints members to fill vacancies for the remainder of the unexpired term only. A member may continue beyond the end of their term until reappointed or replaced by the Mayor.
