contingent position of Project Manager .

The Project Manager will be responsible for continuous, on-site leadership of all contractor personnel to ensure uninterrupted workflow, timely service delivery, and prompt resolution of staff performance issues. The Project Manager shall be physically present during regular business hours at the designated office location. The Project Manager will assign and direct duties necessary for successful performance of the contract, including management of account reconciliation, verification requests, official transcript processing, and the timely response to student inquiries and call traffic; maintenance of current Standard Operating Procedures; and preparation of monthly reports and program metrics. The role also ensures adherence to records management and privacy requirements, accessibility standards.

Key Responsibilities

Serve as the single point of accountability for all work and as the primary liaison to client stakeholders.

Provide on-site, continuous leadership of project staff during regular business hours to ensure uninterrupted workflow and timely service delivery.

Direct day-to-day operations for student‑services functions, including account reconciliation, verification requests, transcript processing, and timely response to inquiries and call traffic.

Lead transition‑in activities to reach full operational capability and plan an orderly phase‑out at engagement end without disruption.

Maintain and annually update Standard Operating Procedures; ensure revisions are delivered within required timelines.

Produce monthly status reports with program metrics and facilitate routine management meetings to review accomplishments, risks, and actions.

Evaluate and support the adoption of new technologies and process improvements to enhance program effectiveness.

Ensure compliance with records management, privacy, and information‑protection requirements across all work products and data.

Uphold applicable accessibility standards for electronic information and communications.

Enforce security, suitability, and training expectations for all team members; ensure required clearances/training are current and documented.

Maintain workforce training records, quality‑control procedures, and site readiness to support efficient, compliant, high‑quality operations.

Requirements Minimum Qualifications

Bachelor’s degree

Five (5) years of experience in project management or a closely related field.

Demonstrated success leading teams and managing complex projects with measurable outcomes.

Proven ability to motivate staff, resolve conflicts, and manage stakeholder expectations.

Excellent verbal and written communication skills, with strong analytical and critical‑thinking abilities to address complex issues.

Ability to read, write, speak, and understand English fluently

Advanced proficiency in Microsoft Excel and Word, including pivot tables/XLOOKUP, data validation, styles/templates, mail merge, and tracked changes to produce accurate reports and contract‑ready deliverables.

Demonstrated experience authoring and maintaining Standard Operating Procedures (SOPs), work instructions, and job aids with process mapping, version control, and measurable quality checks.

Proven ability to prepare and deliver executive‑level communications, distilling complex information into decision‑ready briefings, status updates, and risk/mitigation recommendations.

U.S. Citizen; able to obtain/hold Public Trust; on‑site in Emmitsburg, MD.

Preferred Qualifications

DHS/FEMA operational leadership experience.

Quality frameworks (Lean/ITIL/ISO)
