Role Scope We are looking for a mission-driven, experienced leader with proven experience managing and leading expansion processes for Medicare or Medicaid products and/or care delivery solutions, and who is passionate about bringing the benefits of PACE to seniors who need access and support to keep living independently at home.
Design and execute a market expansion strategy, including but not limited to:
Maintain a state-by-state market PACE landscape map with key information on market attractiveness and viability, including state-specific regulatory considerations
Collaborate with leadership and Partnership/BD team to determine market prioritization based on Habitat’s growth plan
Create and maintain state-specific key stakeholder maps which includes key partners and influencers to drive successful market entry in that state
Clear status reporting of market entry status and timelines, with quick escalation of barriers
Oversee Habitat’s state and federal RFP and/or application preparation and submission processes (including any ancillary licensing and/or renewal processes), including directly preparing applications
Represent Habitat Health and our JV partners in a trust‑building way with external stakeholder meetings, including but not limited to legislators, CMS and State Medicaid leaders, advocacy organizations, lobbyists, and other external stakeholders
Collaborate cross-functionally with teams to deliver on market-entry strategies
Qualifications
Aligns with Habitat purpose and values, and is excited about living those out in daily practice
Ability to lead with influence with both internal and external stakeholders
6‑8+ years healthcare experience with Medicare and/or Medicaid market expansion strategy
Demonstrated understanding and success managing and leading expansion processes for Medicare and/or Medicaid products (e.g., D‑SNP, MLTSS, PACE, Medicaid Waivers) and/or care delivery solutions; specific experience with state and federal application processes (e.g., RFPs)
Ability to navigate ambiguity
Strong communicator, including the ability to create communication deliverable for a wide range of audience types
Nice to have
PACE‑specific state entry experience
Bachelor’s degree in business or healthcare preferred
Compensation We take into account an individual’s qualifications, skillset, and experience in determining final salary. This role is eligible for medical/dental/vision insurance, paid parental leave (birthing and non‑birthing parents), short and long‑term disability, life insurance, flexible spending accounts, 401(k) savings, paid time off, and company‑paid holidays. The expected salary range for this position is $175,000 - $207,000 and is bonus eligible. The actual offer will be at the company’s sole discretion and determined by relevant business considerations, including the final candidate’s qualifications, years of experience, skillset, and geographic location.
