The Program Manager provides overall leadership and management in support of the General Services Administration’s (GSA) Capital Planning and Investment Control (CPIC) Program Management Office (PMO) goals.
Responsibilities
Oversee Agile program and project management teams, manage client relationships, and hold ultimate responsibility for the quality and timely delivery of program objectives, budgets, schedules, and performance.
Bring expertise in IT portfolio management, government-wide shared services, and technical leadership, bridging CIO strategy and policy with technical execution, roadmapping, and systems development.
Prepare, facilitate, and execute regular program status meetings with the government Program Management Office and vendors.
Develop and maintain onboarding artifacts and standard operating procedures (SOPs) for new team members.
Review and update the Voluntary Product Accessibility Template (VPAT) for each application the CPIC PMO manages, detailing product conformance to accessibility standards.
Manage the overall contract onsite, including administrative aspects, report status of all work, and coordinate with the contracting organization’s program office for timely problem resolution.
Ensure adequate staffing and training of contract staff to meet deliverables.
Handle all administrative functions and liaison with government for establishing priorities and training in new technologies.
Establish and maintain technical and financial reports to show progress to management and customers.
Develop and maintain a Master Project Schedule that aligns with the Master WBS.
Align staffing requirements and oversee successful completion of assigned tasks.
Qualifications
Master’s Degree in Computer Science or a similar Information Technology field.
12 years minimum managing IT operations.
Minimum of 7 years experience managing government contracts.
Excellent written and verbal communication skills, including presentation development for senior ranking government officials.
Project Management Professional (PMP) certification.
Public Trust clearance.
