Program Management - Senior
in Washington D.C. The Acquisition Program Manager will support Air Force customers at JBAB, Washington D.C. The Program Office provides planning and acquisition of cost‑effective, long‑term critical U.S. Air Force capabilities in an Integrated Product Team structure. The candidate will work side by side with customers and other contractors in the Program Office and will interface with major defense contractors who supply critical defense capabilities. The majority of the work will be performed in the customer workspace. Some travel is expected – up to 20%.
Responsibilities
Provide project management and acquisition support of customer development efforts.
Perform project manager duties to ensure efficient execution of assigned efforts.
Work closely with program managers, lead project engineers, contracts, finance, and program teams.
Maintain awareness of day‑to‑day issues and plan for significant project events.
Assist in awarding contracts and contract modifications, including pre‑award documentation, source‑selection support, and post‑award activities.
Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team.
Assist in program office surveillance of prime and subcontractor performance, determining program progress and communicating recommendations to the Government.
Assist in creating and approving acquisition strategies, program planning, early capability development strategies, and transitioning program execution to the appropriate Program Executive Officer.
Develop and communicate roadmaps for programs and associated technologies and product lines.
Develop integration plans and procedures and organize resources to facilitate program transition activities.
Assist in milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation.
Assist with identifying and mitigating risks to technology development projects.
Create and coordinate DD 254s with program staff and industry.
Participate in working groups and team planning off‑sites.
Establish trusted and influential relationships with customers, suppliers, and other stakeholders.
Required Qualifications
10 years of acquisition experience.
Experience with DoD acquisition programs, including contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plans, CDRLs, and creation of Statements of Objectives and Statements of Work for R&D activities.
Experience working on classified and/or special‑access programs.
Self‑starter who thrives in a dynamic environment, can accomplish high‑level tasks independently, and works well with team members, senior executive service members, and senior military officers.
Experience with collaboration tools such as Confluence and/or Jira.
Strong interpersonal skills, capable of developing briefings and reports that accurately summarize program performance and address key issues for senior DAF and OSD leadership and other DoD offices.
Extensive acquisition and contract management experience, including monitoring program execution and integration of complex programs and systems, and application of Federal Acquisition Regulations.
Knowledge of the Air Force Life Cycle Management Center’s framework, directives, and policies.
Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects.
Education Requirements
Bachelor’s degree in engineering or business (if business, must have at least 3 years experience working on DoD contracts/programs with a heavy engineering focus).
Master’s degree in Business, Project Management, Engineering, or a related military studies field (Desired).
Project management certifications (e.g., DAU, PMP, Agile, or similar) (Desired).
Clearance Requirements
Active Top‑Secret clearance with SCI and SAP eligibility.
