Overview Please note that this position is contingent upon the successful award of a contract currently under bid. Goldbelt Glacier is accelerating healthcare delivery and providing superior force health readiness across the military, federal, and civilian landscapes. Summary The Project Manager shall be responsible for overseeing and guiding all contracting personnel assigned to the TO, ensuring performance of work, TO compliance and quality control on a full‑time basis.
Responsibilities
Manage daily operations, plan and execute all activities.
Facilitate communication and coordinate between NGB leadership, legislative offices, and relevant government stakeholders.
Develop and manage project plans for legislative initiatives, ensuring timelines, deliverables, and objectives are met.
Oversee and coordinate all activities related to legislative engagements, including preparing briefing materials, reports, and testimony for NGB leadership.
Define project scope, goals, deliverables, and key milestones in collaboration with stakeholders.
Develop detailed project plans, including timelines, resource allocation, and budgets.
Identify and manage project dependencies, risks, and constraints.
Qualifications Essential Job Functions
Strong project management skills, including scope, schedule and budget management.
Excellent communication and interpersonal skills, with ability to build relationships and lead teams.
Proficiency with project management tools (Microsoft Project, Jira, Trello, Asana).
Strong problem‑solving and decision‑making skills.
Ability to work under pressure, meet tight deadlines, and manage multiple projects simultaneously.
Minimum Qualifications
Bachelor’s degree from an accredited U.S. university.
Minimum 5 years experience in project management.
Leadership experience at the HQDA (or equivalent DoD) level, including ability to effectively brief senior leaders.
Secret security clearance required.
Demonstrated understanding of congressional budget and appropriations process, including President’s budget, NDAA, Appropriations Act, and military construction appropriations.
Experience with congressional committee process (mark‑ups, hearings, nominations).
Experience with DoD policy development, program process and execution.
Preferred Qualifications
PMP or Agile certifications.
Experience in government contracting or highly regulated industries.
