EXECUTIVE DIRECTOR OF ENFORCEMENT OPERATIONS

Applicants must be permanent in the Administrative Director of Social Services Civil Service Title or be permanent in a comparable title eligible for 6.1.9 Title Change or be reachable with a score of 100 on the Administrative Director of Social Services exam. The Office of Child Support Services’ (OCSS) primary goal is to ensure that children are financially supported by both parents. OCSS accomplishes this goal by locating noncustodial parents (NCPs), establishing paternity and child support orders, and collecting and disbursing child support payments. OCSS also assists NCPs who are unable to provide financial support by partnering with service providers which offer employment and training and services, and offering programs to assist NCPs to reduce debt owed to the Department of Social Services (DSS).
Once a child order of support has been established, OCSS’ Division of Enforcement Operations monitors enforcement measures for the purposes of collecting child support. Enforcement Operations also connect noncustodial parents with barriers to compliance with employment services, OCSS debt‑reduction programs, or other services. The Division includes the following units: Administrative Enforcement Unit, Director of Special Projects, Interstate Unit, Special Investigations Unit, Employment Services Unit.
Reporting directly to the Deputy Commissioner of Enforcement Operations, with wide latitude for the exercise of independent judgment, action and decision‑making, the Executive Director (Administrative Director of Social Services, NM II) provides senior management oversight and direction for OCSS’ Administrative Enforcement, Interstate, Special Investigations and Employment Services Units.
The Division of Enforcement Operations is recruiting one (1) ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES M2 to function as the EXECUTIVE DIRECTOR OF ENFORCEMENT OPERATIONS who will:
Manage all administrative child support enforcement measures, including Income Withholding Orders, Medical Executions, Bank Liens, Credit Reporting, Federal and State Tax Intercept, DMV License Suspension, Passport Denial, and Professional License denials. Ensure due process rights and timely adjudication of enforcement measures.
Oversee implementation of judicial enforcement remedies when administrative measures fail and develop investigative techniques for difficult cases.
Establish goals and measures for assessing accomplishments, identify obstacles, direct and monitor ongoing operations, and conduct reviews for efficiency.
Direct daily operational activities of enforcement caseworkers, supervisors and directors charged with ensuring employer compliance for wage garnishment.
Direct and oversee revision and development of new procedures and processes as operational or policy changes require.
Provide senior management oversight, supervision, direction and guidance to subordinate staff, planning and organizing related tasks.
Build relationships with NYS Family Court, NYC Corporation Counsel, District Attorney’s Offices, US Attorneys’ Offices and other agencies; attend meetings, develop strategies for legislative assistance and review internal audits.
Exercise overall responsibility for confidential personnel matters, including hiring and disciplinary processes.
Minimum Qualifications
A baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
Education and/or experience equivalent to the above; graduate education or a license may substitute for up to a maximum of three years of experience in social services as described above.
A master’s degree in relevant fields may substitute for two years of experience; graduate education beyond the baccalaureate may substitute at the rate of 30 semester credits per year of experience up to a maximum of three years.
A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
Preferred Skills
Knowledge of human services programs, child support, family law, Family Court Act, Social Services Law, Civil Practice Law and Rules, and Penal Law.
Management experience in child support, law, or investigations.
Experience reviewing, applying and making case determinations based on regulations and procedures.
Strong investigatory and analytical skills, verbal and written communication skills.
Ability to work independently and collaboratively in a fast‑paced, demanding environment and adapt to changing priorities.
Strong supervisory skills and experience evaluating work performance and providing corrective feedback.
Ability to create and promote a cooperative work environment and lead teams to accomplish goals.
Strong interpersonal skills and ability to work effectively with a diverse workforce.
Proficiency in Microsoft Office products.
