Director, Programs and Strategy, Division Management & Systems Coordination
The New York City Department of Health and Mental Hygiene (DOHMH) is one of the oldest health departments in the country with over 200 years of experience in promoting and protecting the health of city residents.
The New York City Health Department's Division of Disease Control is responsible for the prevention, identification, surveillance, and control of infectious diseases in NYC. The Division is comprised of seven bureaus: Bureau of Division Management and Systems Coordination, Bureau of Communicable Disease Control, Bureau of Hepatitis, HIV and STIs, Bureau of Immunization, Bureau of Tuberculosis Control, Bureau of Public Health Clinics and the Public Health Laboratory.
The Bureau of Division Management and Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programming.
Reporting directly to the Executive Director and in support of the Deputy Commissioner and Assistant Commissioner, the Director of Programs and Strategy will plan, manage, and evaluate division-wide and DMSC-wide initiatives, coordinate goal and performance management activities, develop new programming and conduct program evaluation, identify grant opportunities and lead grant management activities, serve as a divisional liaison as assigned, and lead special projects.
Initiatives of the Division of Disease Control and Bureau of Division Management & Systems Coordination
Organizes division-wide and bureau-wide initiatives including the Disease Control Data Alignment Task Force, Community of Research Practice, Mentorship program, division and bureau-wide meetings, and goal and performance management activities.
Plays a key role in planning, managing, and sustaining initiatives in collaboration with designated staff; ensures processes are followed and data analysis and reports are completed timely.
Liaises seamlessly with Disease Control bureaus, other divisions, funders, and external partners to ensure successful collaborations.
Coordinates activities related to audits and invoices as directed.
Leads special projects, research activities, training programs, and report development as needed.
Program Development and Management
Identifies programming needs across the bureau and division that align with annual goals.
Initiates specific DMSC programmatic initiatives that have a potential positive impact on DMSC and Disease Control, including collaboration with partners, staff coordination, budgeting, program design, implementation, evaluation, and dissemination of results.
Collaborates with bureau staff, other divisions, external partners, and funders to gather resources and build new programs with input from all stakeholders.
Oversees implementation of new programs to ensure they run as intended and conducts program evaluation to support continuous improvement.
Plays a lead role in project design, implementation, evaluation, and dissemination of results widely to inform new programming.
Proactively identifies potential barriers to program success and suggests solutions to resolve them.
Grants Management
Oversees grants management activities for DMSC priorities.
Develops well‑written proposals, program plans, and narrative and budget reports.
Proactively identifies funding opportunities and competently responds to public and private grant opportunities in cooperation with appropriate program staff.
Manages all aspects of project budgets, including procurement of vendors, invoicing, and follow‑up.
Tracks project progress, milestones, and funding spend‑down, and reports to stakeholders and funders.
Supervision of Staff
Effectively manages assigned staff, holds individual and group meetings, directs day‑to‑day operations, and provides ongoing constructive feedback and overall supportive supervision.
Completes performance evaluations and holds career development discussions.
Other Tasks as Assigned
Additional duties at the discretion of the Executive Director.
Preferred Skills
5+ years of program management experience including budgeting, planning, evaluation, stakeholder engagement, vendor management, and leading constructive meetings.
Experience providing strategic guidance to leadership.
Demonstrated management experience and supervisory skills.
Experience managing, administering, and reporting to funders.
Ability to work well within a diverse team and foster relationships with colleagues and partners from different backgrounds and levels of experience.
Experience or interest in facilitative leadership.
Experience with program management and evaluation, data quality assurance, preparing reports, and troubleshooting data issues.
Highly organized and able to manage multiple simultaneous projects with competing priorities.
Excellent oral and written communication skills and experience in presenting and/or training large groups of internal and external stakeholders.
Excellent time management, attention to detail, and organizational skills.
Ability to adapt quickly from one project or issue to another.
Knowledge of disease surveillance and/or public health informatics.
