JOB DESCRIPTION — VICE PRESIDENTIL & CONSTRUCTION (TEXAS GIGAFACTORY) Primary Location: Texas
Reports To: Centauri Governance & Executive Leadership Team
Operational Alignment: Energy America Manufacturing • Ganymede Utilities (EPC) • Centauri Labs (R&D) • EA Solar (Distribution)
Classification: Executive Leadership — Full Time
Scope: 5GW → 10GW solar BESS manufacturing campus and Centauri technology integration
ROLE SUMMARY The Vice President of Facilities & Construction is responsible for the complete physical development of Centauri’s Texas-based Energy America 10GW advanced manufacturing campus.
This executive ensures the megafactory is:
Designed
Permitted
Constructed
Commissioned
Federal‑compliant
IP‑secured (NASA licensing & Centauri R&D requirements)
Ready for EA’s full‑scale manufacturing operations
The VP operates under Centauri’s governance framework, ensuring federal oversight readiness, NASA compliance, infrastructure security, FEOC‑free development, and alignment with long‑term Centauri strategy.
KEY RESPONSIBILITIES
A. Centauri Governance Alignment
Ensure all facilities and construction activities follow Centauri’s governance, federal alignment, and NASA visibility protocols.
Comply with governance directives for:
IP protection
Nasa technology facility requirements
TRL advancement infrastructure
Federal/state compliance
FEOC‑free development rules
B. Master Planning & Site Development
Lead Texas gigafactory master planning in accordance with Centauri’s long‑term strategic roadmap.
Oversee geotech, land surveys, environmental reviews, civil design, zoning, and environmental impact assessments.
Secure all required approvals under Centauri governance (board visibility, federal transparency).
C. Facility & Infrastructure Design
Direct design for EA’s solar cell lines, module manufacturing halls, BESS assembly centers, R&D labs, and critical infrastructure.
Ensure facility design meets Centauri’s NASA‑aligned requirements for:
TRL 6→9 progression
Cleanroom readiness
IP‑secured operational zones
High‑reliability testing environments
D. EPC Delivery (Ganymede Utilities Coordination)
Serve as Centauri’s executive lead to manage EPC performance.
Oversee Ganymede Utilities and any third‑party construction partners.
Govern contracting, RFP processes, and multi‑phase construction execution.
E. Utilities & Critical Systems
Deliver end‑to‑end utilities for the gigafactory:
400–800MW power
Substation infrastructure
Cooling, HVAC, nitrogen, compressed air
Fire systems and emergency backup
Water, sewer, wastewater
Data center‑grade electrical reliability for Centauri R&D systems
Ensure systems meet Centauri’s federal‑compliance and NASA‑technology requirements.
F. Regulatory & Compliance Oversight
Lead Texas state permitting, environmental approvals, and industrial construction compliance.
Ensure all infrastructure is FEOC‑free and compatible with federal funding (45X, 48C, LPO, EXIM).
Maintain compliance with OSHA, EPA, NERC, Texas building codes, and Centauri governance protocols.
G. Budgeting & Construction Management
Manage multi‑billion‑dollar CapEx budgets with full governance documentation.
Track schedules, oversee contractors, mitigate risks, forecast delays, and report to the Centauri board.
Maintain fiscal discipline aligned with Centauri oversight.
H. Facility Commissioning & Turnover
Oversee commissioning of all buildings and systems for EA operations.
Deliver facilities to America manufacturing leadership with:
Full utilities operational
Cleanrooms validated
Quality standards met
R&D integration zones ready
Support pilot production activation under Centauri R&D guidance.
I. Interdivision Collaboration
Centauri Labs: Ensure R&D, NASA IP, and TRL engineering spaces meet required standards.
Energy America: Coordinate factory readiness for cell/module/BESS production ramp.
Ganymede Utilities: Manage EPC execution and utility integration.
EA Solar: Align facilities with logistics, warehousing, and outbound flow.
Centauri Governance: Maintain board visibility and compliance reporting.
QUALIFICATIONS Education
Bachelor’s degree in Engineering, Construction Management, Architecture, or related field.
Master’s degree or MBA preferred.
Federal program or NASA/DOE experience is a strong advantage.
Experience
15 years leading construction of large‑scale industrial or advanced manufacturing facilities.
Experience with $500M–$5B capital projects.
Strong understanding of cleanrooms, utilities, and semiconductor/solar/battery‑style facilities.
Experience with federal programs, NASA/DOE/DoD infrastructure, or compliance‑driven projects is preferred.
