Specific Duties & Responsibilities:
Finance & Administrative Leadership
Lead and manage the development of financial plans and annual budgets for public safety.
Advise senior leadership on fiscal policy, financial strategies, and financial allocations to support public safety initiatives.
Partner with public safety leadership to evaluate operational efficiencies and the financial impact of operational and capital budgets.
Ensure compliance with JHU financial policies, internal controls, and audit requirements.
Supervise and mentor financial and administrative staff, ensuring effective operations of financial and administrative services across the enterprise.
Budgeting and Forecasting
Develop and oversee operating and capital budgets enterprise wide.
Monitor budget performance, conduct variance analysis, and recommend corrective actions as needed.
Lead annual and mid-year budget planning cycles, ensuring alignment with organizational priorities and public safety needs.
Develop both the short-range and long-range capital budgets in coordination with divisional finance staff.
Financial Reporting and Compliance
Prepare and present regular financial reports to leadership.
Ensure compliance with local, state, and federal financial regulations, grant requirements, and audit standards.
Oversee internal controls and risk management strategies to safeguard public funds.
Project Management
Establish project governance, timelines, and reporting to ensure projects are delivered on time, within scope, and with measurable outcomes.
Coordinate cross-functional stakeholders to prioritize initiatives and allocate resources effectively.
Leadership & Collaboration
Manage and mentor finance staff supporting public safety operations.
Lead a multidisciplinary team responsible for budgeting, financial management, supervision of monthly, quarterly, and annual close processes, payroll, procurement, asset and inventory management, and fleet operations.
Forge strong partnerships with staff in JHPS, JHU, and JHH leadership, working together to solve problems and communicate key issues to leadership.
Oversee ad hoc projects.
Minimum Qualifications
Bachelor’s Degree in finance, Accounting, Business Management, Administration, or a related field.
Ten plus years of progressively responsible financial management experience, including supervisory experience.
Demonstrated experience managing projects, financial initiatives, and employees.
Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Master’s Degree (MBA, MPA, or related) in finance, business, HR, or related field or CPA.
Experience leading cross-functional teams in a complex organization.
Experience working in or with public sector agencies or public safety departments.
Proven track record in managing large, complex budgets.
