Overview TekSynap is a fast-growing high‑tech company that delivers comprehensive, well‑planned information management environments to our federal government customers.

We are seeking an experienced Program Manager to lead enterprise‑wide cybersecurity operations, capability deployment, and sustainment efforts.

Responsibilities

Oversee all contractual, technical, and operational aspects of multiple concurrent task orders, ensuring alignment with the customer’s mission to enhance cybersecurity posture.

Serve as the primary point of contact with the Contracting Officer (CO) and Contracting Officer’s Representative (COR) for all IDIQ and Task Order activities.

Oversee program execution, ensuring alignment with the customer’s mission and strategic cybersecurity objectives.

Manage scope, schedule, budget, staffing, and quality assurance for multiple concurrent task orders, ensuring performance metrics and SLAs are met or exceeded.

Develop and present monthly and quarterly performance reports, financial summaries, and risk assessments to customer leadership, identifying trends and recommending mitigations.

Ensure program adherence to DHS policies and frameworks, including FISMA, FedRAMP, NIST SP 800‑53, and DHS SELC lifecycle management requirements.

Required Qualifications

Bachelor’s degree in Information Technology, Cybersecurity, Engineering, or related field (Master’s preferred).

10–15+ years of progressively responsible experience managing large‑scale IT or cybersecurity programs.

5+ years of direct experience managing multi‑agency or enterprise‑level IDIQ contracts.

Demonstrated experience with DHS or CISA programs (e.g., CDM DEFEND or SOC/NOC O&M).

PMP or PgMP required; ITIL v4 Foundation or equivalent service‑management certification; CISSP or CISM strongly preferred; Agile/SAFe certification desirable.

Preferred Qualifications

CISA CDM experience or CISA experience.

Physical Demands Regular use of hands to handle, feel, touch; reach with hands and arms; talk and hear. Stand, walk, sit, climb or balance, and stoop, kneel, crouch, or crawl. Able to lift up to 10 pounds routinely, 25 pounds frequently, and 50 pounds when necessary. Vision requirements include close, distance, peripheral, and depth perception.

Work Authorization/Security Clearance U.S. citizenship. Public Trust/Top Secret clearance available.
