Starting salary to commence at $75,900 - $97,020 except in extenuating circumstances.

General Statement of Job Front line supervisor for the Solid Waste Division. Supervises personnel and operations involved in solid waste functions.

City Expectations In addition, certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.

Essential Functions

Plans, organizes, delegates, directs, controls and monitors all activities, personnel and systems/equipment assigned to the division, including staff development.

Assumes management responsibility for the planning and execution of route and collections schedules.

Directs inventories, keeps records on employees, equipment and job costs. Assists supervisor in developing budget recommendations and in administering the division’s adopted budget.

Oversees the onboarding process and continuous safety development of all drivers, incorporating regular ride-alongs to assess performance and reinforce safety and efficiency.

Interprets and administers collective bargaining agreement, personnel procedures and rules, as well as department policies and policies.

Assigns, schedules, monitors and evaluates activity of subordinates, completes performance appraisals and as necessary performs training/coaching/counseling or issues disciplinary action in the form of oral/written reprimands, etc. Composes basic memos and e-mails, maintains work orders, notes of informal basic personnel records related to employee performance.

Safely and efficiently drives and operates city vehicles as required.

Recommends hiring, firing, transfer, suspension, layoff, recall, promotion, discharge, discipline and evaluation of employees.

Acts in the absence of the Solid Waste/Recycling Superintendent to supervise division operations and staff as needed.

Responsibilities Ability to cooperate and work with other departments within the City. Understanding of the needs of subordinates. Responsible for the safety of the employees. Responsible for residential and commercial customer relations. Responsible in work to the Solid Waste/Recycling Superintendent.

Minimum Education and Training High school graduate or equivalent with five (5) years’ experience overseeing dispatching, logistics and route delivery. Maintenance/service of CDL vehicles or Solid Waste experience is preferred. Must have a valid Florida Commercial Driver’s License (CDL) Class B (or higher) free of any serious violations or ability to obtain an in-state license within thirty (30) days from date of hire.

Experience in supervision is also required. Supervision as defined here, means that your primary duty is routinely managing employees who report directly to you, where you have the duty to assign and direct their work, evaluate their performance, counsel them, discipline them and set individual goals for them. Also, you have the authority to hire or fire them, or your suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change of status are given particular weight.

Or City of Venice employees who do not have prior supervisory experience may qualify by completing twenty (20) hours of HR-approved leadership or management courses within a 12-month period from date of transfer to the position.

Minimum Qualifications and Standards Required Skill Requirements Understanding of the total operation including cost fleet maintenance, actual time worked for employees, assessment of equipment purchases. Must have superior knowledge of the various types of equipment required for the work and an understanding and respect for operational limitations of such equipment. Demonstrated good work habits and reliable attendance. Ability to establish and maintain effective working relationships with supervisors, subordinates, fellow employees, and the general public.

Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department.

Physical Requirements Ability to sit, stand, walk, climb, bend, stoop, and lift. Ability to work both indoors and outdoors in all kinds of weather and for prolonged periods of time. Must be able to work under the stress of multiple priorities and deadlines, as well as occasional emergency situations. Working Conditions Work is performed in an office setting and outdoor sites during all types of weather conditions. Work occasionally exposes the employee to insects, spiders, dangerous animals (i.e. dogs, snakes, rats, etc.), traffic hazards, and extreme weather (hot/cold, rain, wind, etc.). Expected to be available for emergencies beyond regular operating hours if required.
