The
Facility Security Officer 3
is a senior-level position responsible for overseeing and managing the security operations of the Solana Beach facility. They develop and implement security policies and procedures, conduct risk assessments, and ensure compliance with applicable laws and regulations. Additionally, they collaborate with internal stakeholders and external agencies to address security concerns and maintain a safe and secure environment for employees and visitors.
Essential Functions
Responsible for physical security and communication operations
Work directly with the Government customer as a COMSEC representative
Responsible for managing all procurement, fielding, and sustainment of Crypto/Keying material and devices supporting the program receipt, custody, issue, safeguarding, transfer, shipping, accounting for, and, when necessary, the destruction of COMSEC material
Use of the Distributed Information Security (INFOSEC) Accounting System (DIAS)
Performs Field Tamper Recovery (FTR), upgrading cryptographic device firmware and ensuring the interoperability of firmware versions between enterprise encryptors
Knowledge of the General Dynamics TACLANE line of KG-175x In-Line Network Encryptors (INE) and VIASAT KG-245x, KG-250x INE, Simple Key Loader (SKL) and KIK-11
Performs hands‑on installation, maintenance, configuration, and troubleshooting of COMSEC equipment as required
Maintaining a Physical Security Action, coordinating and maintaining an up‑to‑date Threat Assessment
Use an analytical and risk‑management‑based approach to implement the security program
Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, and procedures
Prepare, maintain, and protect official records auditable by U.S. Government representatives. Manage access of support vendors, consultants, and contractors to secure facilities
Interact with functional business units, senior management, and government representatives
Provide security briefings, debriefings, and awareness training for site personnel
Provide continuing education and training programs
Process necessary badge requests for employees and update physical security control systems
Review the details and requirements issued in formal DD254 contracts
Review of required forms, process and screen of security forms (SF 86) of various background investigations, and associated paperwork for accuracy
Performs NISP annual inspections and annual DCSA Security Audits
Liaison with local and federal law enforcement, federal investigators, and emergency response personnel where necessary
Responsible for all security aspects, including Personnel, Physical, Information Protection, Cyber, Counterintelligence, OPSEC, COMSEC (including DIAS), and SAP/ACCM Management
Responsible for establishing and maintaining SAP/SCI VTCs, COMSEC Program Mgmt, ACCM, and classified computer systems (acquisition and deployment)
Performs other related duties as assigned

Qualifications and Competencies

Experience partnering with functional organizations and the ability to solve complex challenges independently in compliance with written and verbal guidance is required
Mastery of the National Industrial Security Program Operating Manual (NISPOM)
Excellent ability to conduct investigations objectively and professionally regarding sensitive issues
Fully competent in using various software tools packages such as PowerPoint, Excel, Word, etc
Completion of all Defense Counterintelligence and Security Agency FSO training requirements
Must be able to understand and write policies and procedures
Previously maintained Security, COMSEC, OPSEC, and SAP/ACCM/SCI education programs
Thorough knowledge of COMSEC
Education / Certifications
Bachelor's Degree in a relevant field or 11 years or more of general experience
NSA Certification as a COMSEC Manager (custodian)
Industrial Security Professional (ISP) certification is a plus
Experience
Minimum of 8 - 11 years of experience performing security duties in an environment subject to NISP guidance
This position requires a minimum of 3 years of previous hands‑on experience working with COMSEC
Specialized experience includes demonstrated experience with COMSEC account administration/management
ITAR and export control knowledge a plus
SIMS experience preferred
Security Clearance
Ability to obtain/maintain a Top Secret/SCI DoD clearance, U.S. Citizenship required.

AEVEX provides a reasonable range of compensation. Actual compensation is influenced by an array of factors including, but not limited to, skill set, level of experience, and specific location. The range of starting pay for this position is for the listed location only.
Salary Range $108,700—$142,000 USD
