Position Overview The Project Manager serves as a leader supporting the Bureau of Overseas Buildings Operations (OBO). This role provides project leadership, program analysis, and technical oversight across DevSecOps, cloud and on‑premises infrastructure, enterprise architecture, network engineering, and IT service operations. The Project Manager coordinates complex technical initiatives, guides multi‑disciplinary engineering teams, and ensures high‑quality execution of program objectives. The Project Manager is responsible for planning, reporting, resource management, stakeholder engagement, risk management, and ensuring compliance with U.S. Department of State requirements.
Core Responsibilities Project Management & Analysis Responsibilities
Lead and direct project activities, resources, risks, and deliverables
Provide expertise in quarterly cross‑team planning and alignment, requirements engineering, and service management tools.
Provide high‑level technical guidance, analysis, and consulting to government leadership.
Manage, coordinate, prioritize, and execute multiple complex projects simultaneously with other organizational groups and technical teams.
Lead all project workstreams and report to ACOR/GTM as required.
Develop and deliver technical reports, analyses, and presentations for highly specialized systems and operational environments.
Cross‑Functional Technical Oversight Responsibilities While not performing hands‑on engineering, the Project Manager must coordinate and oversee technical teams responsible for:
DevSecOps and MS Azure/AWS cloud services, including architecture, migration, configuration, and documentation.
On‑premises and cloud infrastructure engineering, including VMware, Windows/Linux/UNIX, Active Directory, patching, backup/recovery, performance tuning, and lifecycle management.
Network administration for LAN/WAN/WiFi, including baseline performance analysis, capacity planning, COMSEC processes, hardware/software lifecycle, and network replication/testing facilities.
Continuity of Operations (COOP) and Disaster Recovery (DR) planning and testing.
SaaS integration, ICAM/OKTA implementation, interoperability agreements, and API‑based integration (REST/SOAP).
Project Management & Analysis Deliverables
Standard Operating Procedures (SOPs).
Management briefings and technical documentation.
Contribute recommendations for system improvement and optimization across enterprise architecture, telecom, automation, communications protocols, lifecycle management, risk management, and simulation/modeling.
Direction and guidance for requirements definition, problem analysis, and implementation across complex systems.
Quarterly delivery plans
Required Qualifications
Active Top Secret (TS) Clearance (mandatory for all positions on the task order).
Bachelor's degree in Information Systems, Computer Science, Engineering, Business, or related field.
10+ years of progressive IT project or program management experience.
5+ years supporting federal agencies, preferably the Department of State or similar environments.
Experience managing complex, multi‑disciplinary technical teams across cloud, DevSecOps, infrastructure, and networking domains.
Demonstrated success in managing classified and unclassified IT environments.
Technical Knowledge Requirements
Cloud technologies (Azure Gov, Azure Commercial, AWS GovCloud).
MS Azure DevOps application suite experience including sprint progress management and monitoring, planning, tracking, communicating, and reporting using Azure Boards and Dashboards.
DevSecOps pipelines, CI/CD, VSTS/MS DevOps.
Systems engineering lifecycle and configuration/change management.
Infrastructure operations (VMware, Windows/Linux/UNIX systems, storage, backups).
Enterprise networking (LAN/WAN/WiFi, performance engineering, COMSEC processes).
SaaS integration, ICAM/OKTA, API/REST/SOAP integration.
COOP/Disaster Recovery site planning and fault‑tolerant system design.
Management & Leadership Requirements
Proven ability to lead teams across multiple locations and functional areas.
Demonstrated ability to interface with COR, A/COR, GTMs, and senior government leadership.
Strong background in risk management, cost management, and schedule management.
Experience preparing formal government deliverables and compliance documentation.
Excellent communication, presentation, and briefing skills.
Recommended (Preferred) Qualifications
Master's degree or MBA.
PMP, PgMP, or PMI‑ACP certification.
ITIL v4, Scrum Master, or similar service management credentials.
Certifications in cloud technologies (Azure Solutions Architect, AWS Solutions Architect, etc.).
Certifications in security and compliance (CISSP, CISM, CCSP).
Experience working with classified networks (SIPRNet, JWICS).
Experience with performance engineering, discrete event simulation, and modeling tools.
Familiarity with Department of State IT policies, procedures, and architecture frameworks.
