The Program Manager is responsible for overall contract(s) performance supporting annual revenue in excess of $15M. Ensure compliance with all contract requirements and ensure that Contractor personnel are competent, trained, and certified and that adequate resources have been allocated to specific tasks. Organizes, directs, and coordinates the planning and execution of all tasks. With full authority, accountability and responsibility, this position manages all aspects of assigned ship maintenance, modernization and repair projects. Accountable for safe project execution and performance within the assigned cost, schedule, technical performance, and scope of the project through all project phases. Successful management of change orders and risks is required. Provides primary customer interface throughout the project lifecycle. Utilizes project team members to manage the application of labor and materials to achieve timely, better-than-bid results and assure customer satisfaction. Displays leadership, conducts business development, makes difficult decisions, shows respect for others while acting in the best interest of the company. Oversees programs interacting with assigned Project Managers to determine and maintain the most cost-effective method of accomplishing work through final certification and closeout, analyzing project progress and financial reports to maintain management positive control. Tracks financial progress and status of programs and projects; develops and coordinates corrective actions with Project Managers to ensure completion of projects meeting all quality, technical, schedule and profit goals while meeting all requirements. Identifies, assesses and analyzes risks or issues that may compromise successful completion, and develops plans/actions to mitigate risks. Provides leadership during schedule/production conflicts to ensure successful project completion and project profit margins. Ensures deliverables are met on time, within budget, and with high customer satisfaction. Strives to develop new business or expand the product line with the customer. Plans, estimates, negotiates, staffs, directs the work, and reconciles final billings on assigned projects. Resolves internal issues that arise over productive, safe management of the project. Leads post-project reviews to capture learnings for future projects. Meets or exceeds customer expectations for quality, productivity and safety; manages customer relationships through scope and price changes to assure continued customer satisfaction and profitable project closure. Resolves day-to-day issues with customers, owners, port authorities, and other interested parties. Represents the company fairly and consistently in interactions with customers. Works closely with Estimating to develop estimates for regional work. Interprets specifications, plans project sequencing, and coordinates project phases to prevent delays and avoid rework. Ensures that change order requests and CFRs are properly written and approved before submittal to the customer. Writes timely and accurate documentation of each job and contributes to final written specifications. Confer with supervision to resolve problems and improve methods. Plans, coordinates and directs production activities for assigned projects. Through subordinate supervision, ensures appropriate daily project staffing and monitors progress to meet requirements. Works with estimating during bid package preparation. Evaluates, sets up, and manages subcontracts for support work on awarded projects. Oversees and coordinates the operations of the assigned worksite location. Establishes and maintains effective working relationships with vendors, customers, and labor unions. Coordinates purchasing, shipping and receiving processes for tools, equipment, and other products at the regional location. Arranges for and monitors maintenance and repair of tools, equipment and facilities. Assesses and documents overall performance of direct reports by project closeout, providing feedback accordingly. Investigates violations of workplace rules and determines disciplinary action with HR guidance as needed. Ensures performance documentation for all assigned project personnel is completed; identifies strengths/weaknesses and recommends development activities. Identifies and analyzes risks/issues with the team and develops plans to remove risk. Controls profitability of the project through schedule adherence, reprioritization and cost reduction. Influences and leads others in successful project execution. Mentors others by modeling respectful behaviors; applies a systems approach to work planning and execution. Applies financial expertise to labor-intensive projects and makes judicious use of labor in a multi-craft, union environment. Provides strong customer service and achieves customer satisfaction while meeting company goals. Communicates effectively with diverse groups (customers, vendors, labor representatives, officials at all levels). Handles multiple priorities with independence and good judgment. Supervises up to fifty employees directly or through Foremen. Qualifications & Requirements
Bachelor\'s degree in any technical or managerial discipline. Ten (10) years of managerial or supervisory experience in engineering projects at the Program level involving modernization, maintenance, installation, operation, repair, design, or testing of naval ship HM&E or electronic systems/equipment, including at least five (5) years in Alteration/SC development and installation on Navy ships. Knowledge of Navy organizations including NAVSEACOM, NSWC, Naval shipyards, Regional Maintenance Centers (RMCs), and TYCOMs. DoD Secret Security Clearance or ability to obtain one. U.S. Citizenship per government contractual requirements. Knowledge of proper standards of conduct and shipboard etiquette. Ability to identify changes in work scope and plan accordingly with customer input for reassessing, renegotiating, and amending scope, schedules, and budgets. Ability to provide leadership during schedule/production conflicts. Willingness to work nights and weekends during peak workloads as required. Willingness to travel and manage ship repair availabilities in remote locations for extended periods. Strong knowledge of NAVSEA/NAVAIR/NAVWAR organizations, shipyard operations, ship systems, and project sequencing; managing large teams; budgeting and financials; process improvements and business development. The incumbent may stand for extended periods and may work long hours, travel internationally, and work any day at any time to meet customer needs and deadlines.
