Program Manager - NCIS - Active TS/SCI Clearance Required
ITC Federal, LLC is an information technology and consulting company focused on servicing the needs of the Federal Government. We are seeking an experienced Program Manager to lead ITC Federal’s support to the Naval Criminal Investigative Service (NCIS) under the Information Technology Directorate (ITD). This role provides enterprise-wide program oversight for a large, dynamic, and globally supported IT services contract enabling NCIS’ critical mission.
Overview Position type: Full-Time, contingent upon award.
Location: Onsite – Quantico, VA.
Clearance: Active TS/SCI required.

Responsibilities
Serve as the primary and authorized point of contact with the Contracting Officer’s Representative (COR) and Government leadership.
Provide executive‑level oversight of program scope, budget, schedule, staffing, quality, and performance.
Lead, mentor, and manage a diverse, multi‑disciplinary team of over forty (40+) IT and technical support professionals located across multiple sites.
Oversee project prioritization, resource allocation, conflict resolution, risk mitigation, and workload balancing to ensure contract objectives are met.
Coordinate with internal and external stakeholders to ensure seamless communication, alignment, and execution across program activities.
Ensure compliance with all contract requirements, performance metrics, and service‑level expectations.
Maintain responsibility for the financial performance of the program, including forecasting, cost control, and profitability.
Utilize best practices in project management, risk management, and quality management to drive consistent and accurate program results.
Prepare and deliver executive‑level briefs, reports, performance updates, and documentation.
Use MS Project and related tools to manage schedules, milestones, dependencies, and reporting.
Foster a culture of transparency, accountability, and continuous improvement across the program workforce.
Qualifications
TS/SCI adjudicated clearance required at start of contract.
Minimum 15 years of progressive experience in the IT or engineering fields.
Demonstrated experience managing 40 or more IT professionals across geographically dispersed locations.
At least 1 year of full responsibility for the financial success of a complex organization or program.
Proven ability to manage multiple priorities, resources, customers, and senior‑level stakeholders.
Strong project and risk management skills with a focus on accuracy, consistency, and operational excellence.
Excellent written and verbal communication skills, with the ability to interface effectively with all levels of management.
Proficiency with MS Project for schedule development and management.
PMP certification (required).
Preferred Qualifications
Prior experience supporting national security, law enforcement, or intelligence missions.
Experience overseeing complex IT modernization or enterprise service delivery programs.
Demonstrated success managing large federal contracts with dynamic mission requirements.
Work Environment and Physical Demands Work is primarily sedentary, performed while using a computer for extended periods of time.
