Position Summary The Public Works Operations Supervisor is a working supervisor responsible for both supervising and actively participating in daily public works field operations. This position plans, assigns, and oversees crews while also performing hands‑on operational work in streets, drainage, water distribution, wastewater collection, fleet support, and related infrastructure services to ensure safe, efficient, and high‑quality service delivery.

Essential Duties and Responsibilities

Serve as a working supervisor, performing field alongside crews while providing daily direction and oversight.

Supervise and coordinate daily operations of assigned public works divisions (streets, drainage, water, wastewater, or related services).

Plan, schedule, and assign work to crews; ensure proper staffing and efficient use of resources.

Operate equipment and perform skilled and semi‑skilled public works tasks as needed to support operational demands.

Inspect work sites to ensure quality, safety, and compliance with city standards and regulations.

Train employees on equipment operation, safety practices, and standard operating procedures.

Enforce safety rules, OSHA regulations, and city policies.

Respond to service requests, citizen complaints, and emergency situations after hours as needed.

Assist with budget preparation, expense monitoring, and procurement of equipment and materials.

Maintain operational records, reports, and performance documentation.

Coordinate with other city departments, contractors, and utility providers.

Participate in employee performance evaluations and disciplinary actions as assigned.

Support long‑range maintenance planning and infrastructure improvement projects.

Perform other duties as assigned.

Supervisory Responsibilities

Provides direct, hands‑on supervision of assigned public works staff while working in the field.

Responsible for employee training, scheduling, performance feedback, and work evaluations.

May serve as acting director in the absence of the Public Works Director.

Qualifications Education & Experience

High school diploma or equivalent.

Associates degree or technical certification in public works, construction management, utilities, or a related field preferred.

Five (5) years of progressively responsible experience in public works operations.

Two (2) years of lead or supervisory experience preferred.

Knowledge, Skills and Abilities

Thorough knowledge of public works operations including streets, drainage, water, wastewater, and equipment maintenance.

Strong hands‑on operational skills with heavy equipment, tools, and utility systems.

Knowledge of safety regulations, OSHA standards, and environmental requirements.

Ability to lead crews through both direction and example.

Strong communication, organization, and problem‑solving skills.

Ability to read plans, maps, and technical documents.

Ability to prepare reports and maintain accurate records.

Proficient in basic computer applications.

Ability to work on‑call.

Licenses & Certifications

Possession of valid driver’s license; CDL preferred or ability to obtain within one year of hire.

Texas Commission on Environmental Quality (TCEQ) preferred.

Class C Water License

Class II Wastewater License
