We are seeking a high‑impact Program Manager to lead and oversee the execution of a complex contract supporting the Naval Surface Warfare Center Panama City Division (NSWC PCD). Beyond program management, the role requires leadership with influence, ownership of the mission, and oversight of complex, multi‑domain efforts shaping future naval warfare technology. Responsibilities Include
Leadership and coordination – inspire and align cross‑functional teams, fostering collaboration to achieve mission objectives while managing stakeholder relations. Program management – oversee planning, execution, and risk management to deliver complex projects on time and within scope. Technical and operational input – integrate expertise to shape modeling & simulation, engineering, and tactics solutions to meet mission needs. Compliance and reporting – ensure strict compliance with contractual, regulatory, and security requirements, maintaining transparent and accurate reporting. Job Requirements
Bachelor’s degree in engineering, computer science, information technology, or a related field; advanced degree preferred. 8+ years of experience in technical or operational program management; Navy experience preferred. Strong knowledge of modeling & simulation and tactics development, including mission, training, and engineering simulations; fleet certification and post‑mission analysis; concept of operations (CONOPS) development. Software development experience using languages such as C#, C++, React, Qt, Python, or MATLAB; proficiency in Agile or DevSecOps ecosystems required. Familiarity with cybersecurity policies and frameworks, including Risk Management Framework development. U.S. Citizenship mandatory; candidates must hold an active DoD Secret clearance upon hire and maintain it throughout employment. Preferred Qualifications
Experience with Naval surface, littoral, special, and/or mine warfare operations, tactics development, and fleet support. Knowledge of existing Navy Surface Warfare and Mine Warfare M&S tools. Familiarity with Quality Management System standards (e.g., ISO 9001:2015) and Safety Program implementation. Experience with training development and delivery for military personnel. Primary Location
