CITY OF POQUOSON, VIRGINIA JOB ANNOUNCEMENT Director of Finance The City of Poquoson is seeking an experienced, strategic, and service-oriented Director of Finance to lead the City’s financial operations and ensure strong fiscal stewardship for our growing community. This key leadership position is responsible for planning, directing, and managing all financial activities of the City, including budgeting, accounting, payroll, purchasing, revenue collection, and financial reporting.
Position Overview The Director of Finance serves as a trusted advisor to the City Manager, provides financial insight to City leadership, and ensures compliance with all local, state, and federal regulations. This position oversees the Finance Department staff, directs the development of the City’s annual operating and capital budgets, manages financial policies and internal controls, and maintains the integrity of all City financial systems. The Director is also responsible for preparing the Annual Comprehensive Financial Report (ACFR) and coordinating the annual audit.
Key Responsibilities
Oversee all daily operations of the Finance Department, including accounts payable, accounts receivable, payroll, procurement, and treasury functions.
Develop, administer, and monitor the City’s annual operating and capital budgets.
Provide financial forecasts, analyses, and recommendations to support informed decision-making.
Ensure compliance with GASB standards, state statutes, and City financial policies.
Lead and support staff development, performance management, and departmental goals.
Manage investment of City funds, cash flow planning, and financial risk assessment.
Oversee audit processes and the preparation of the ACFR.
Collaborate closely with City departments to support financial planning and operational needs.
Present financial information to City Council, committees, and community stakeholders.
Qualifications
Bachelor’s degree in Accounting, Finance, Business Administration, or related field required; Master’s degree preferred.
CPA, CPFO, or CGFM designation strongly preferred.
Minimum of 7 years of progressively responsible financial management experience, preferably in local government.
Demonstrated leadership experience, strong analytical skills, and expert knowledge of governmental accounting and budgeting practices.
Experience with financial software systems, internal controls, and public sector auditing standards.
Strategic financial leadership.
Excellent communication and presentation skills.
Strong organizational, analytical, and problem‑solving abilities.
Commitment to transparency, accountability, and ethical financial practices.
