Scope of Work / Job Characteristics The Senior Project Manager will serve as the principal line of communication for the project team. The duties and responsibilities of this position are:
Develop and manage resource-loaded and leveled project plans;
Maintain project metrics in accordance with established standards;
Serve as a liaison with users;
Provide hands‑on leadership for complex projects;
Provide project progress reports to internal and external stakeholders as well as executive leadership;
Manage project spend plans;
Manage resources for associated projects;
Maintain all project artifacts in accordance with PMO standards and other documentation as necessary to ensure compliance with Chapter 74-1, Florida Administrative Code;
Lead and/or assist in Business Requirements gathering sessions (JADs);
Work closely with customers, stakeholders and IT software developers to document business requirements;
Develop As-Is, To-Be, and other required business analysis documentation;
Lead and develop implementation of business process improvement recommendations;
Follow a standard set of practices that ensure the integrity and quality of project artifacts;
Manage expectations of diverse stakeholders and provide regular briefings to executives; and
Work independently as part of a larger cross‑functional team.
Project Manager Required Qualifications
Project Management Professional (PMP) Certification;
Five (5) or more years managing successful, large-scale projects that include multiple diverse teams;
Five (5) or more years utilizing Microsoft Project to track and maintain projects;
Five (5) or more years developing and maintaining detailed project plans based on work breakdown structures;
Five (5) or more years of experience with PMO methodologies and documentation;
Five (5) or more years with meeting facilitation and documentation;
Five (5) or more years creating and presenting internal and external status reports;
Five (5) or more years with Risk and Issue Management;
Ability to document skills in working cooperatively and successfully with public sector clients and their stakeholders;
Experience with completing project deliverables within scope, schedule, costs and quality constraint;
Ability to coordinate numerous project teams and effectively conduct the initiative to meet overall objectives;
Ability to provide effective communicating collaborative skills;
Experience providing excellent leadership and negotiation skills;
ITIL Service Management Foundations Certified;
Experience working with technical programming teams;
Ability to demonstrate a take‑charge, can‑do attitude with the initiative to solve complex problems;
Strong communication skills to effectively communicate with diverse stakeholders;
Skills in negotiation and mediation;
Skills in facilitation and team building;
Certification in Agile or Scrum‑based Project Management;
Experience with state government projects;
Experience using Offender Based Information System (OBIS);
Knowledge of IT standards in a criminal justice environment;
Experience managing large projects for a government agency;
Experience managing vendor projects;
Team player with positive, high‑energy and willingness to take on unique projects;
Team player with a high‑energy level and diligent work ethic, ability to meet or exceed deadlines, ability to thrive in a fast‑paced environment, ability to organize and prioritize activities.
