Job Description The Park Planning Supervisor is responsible for developing and conducting projects related to the planning and implementation of Plano’s Parks, Recreation, Trails, and Open Space Master Plan. The position implements and oversees projects within the Parks and Recreation Capital Investment Program, and supervises a team that focuses on urban forestry, trails construction, and GIS data management.

Plano Parks and Recreation earned the NRPA National Gold Medal Award in 2023, reflecting its long‑standing commitment to excellence. The department sponsors certificate programs and conferences to support professional development.

Key Responsibilities

Supervises, hires, trains, and evaluates the performance of professional staff; ensures compliance with city policies.

Serves as project manager for planning, design, and/or construction of Parks and Recreation Capital Improvement Program projects.

Manages coordination of designers and contractors, ensuring best management practices and ordinance compliance.

Develops and monitors professional services and construction contracts; leads the Department’s MasterWorks program.

Evaluates park facilities; recommends improvements and budgets.

Processes construction bids and evaluates design consultants.

Prepares and delivers presentations to the Park and Recreation Planning Board and other stakeholder groups.

Creates technical specifications and resolves design issues to meet city standards.

Negotiates contracts and change orders with consultants and contractors.

Coordinates plan reviews for compliance with related ordinances.

Develops community outreach and supports project communication.

Prepares agenda items and documentation for City Council consideration.

Collaborates with internal and external stakeholders to implement system initiatives.

Manages special team projects, reports, and studies.

Provides customer service and responds to inquiries.

Assists other team members as needed; maintains consistent attendance.

Performs other duties as assigned.

Qualifications

Education:

Bachelor’s degree in Planning, Public Administration, Landscape Architecture, or related field.

Experience:

4+ years in facility planning, construction project management or administration, including 1 year of supervisory experience.

Knowledge of:

Modern park planning trends, environmental and land‑use ordinances, grant administration, architectural and structural principles, arboriculture, municipal law, and development terminology.

Skills:

Clear communication, blueprint reading, project coordination, proficiency with Windows applications, and some specialized software; preferred BlueBeam and ArcGIS.

Licenses & Certifications:

Valid driver’s license; membership in AICP preferred.

Conditions of Employment Must pass drug testing, driver’s license verification, criminal background check, and social security verification.

Physical Demands and Working Conditions Requires mobility in office and field settings, standard office equipment use, and field work on uneven terrain; fine motor dexterity, visual and auditory acuity, occasional lifting up to 25 lb, and exposure to environmental hazards.
