Mid-level Environmental Engineer (Waste Handling and Treatment; RCRA and Air Permitting) Position : Environmental Engineer (Waste Handling and Treatment; RCRA and Air Permitting)

Company Description : PathForward Consulting (PFC) is looking to hire a mid-level Environmental Engineer with strong RCRA hazardous‑waste permitting and Air (Title V/NSR) experience to ensure existing process units conform to federal, state, and local regulations.

Key Responsibilities under the direction of the Senior Engineer/Program Manager

Budgeting: Assist in budget development for yearly compliance requirements and any capital improvements, corrective action, and/or special projects for compliance.

RCRA Post-Closure & Corrective Action: Assist with Part B/post‑closure permit compliance, permit modifications/renewals, CAP implementation, waste determinations, and financial assurance updates; maintain permit conditions, conduct inspections, prepare reports, and records.

Title 27 / WDR Operations: Coordinate with inspectors and operators on cover integrity, LCRS (pumps/sumps), settlement/maintenance, and corrective measures; manage RWQCB Waste monitoring and reporting.

Air Permitting & LFG Compliance: Manage air district permits, inspections, sampling, and reporting, including emissions calculations.

Contractor/Field Oversight: Coordinate sampling teams, surveyors, and maintenance contractors; manage scopes, QC checks, and safe work planning aligned with trust protocols.

RCRA Permit Renewal: Assist in the RCRA permit renewal process for four closed hazardous waste landfills.

Qualifications

5+ years environmental compliance at hazardous‑solid waste landfills, corrective‑action sites, or comparable heavy‑industrial facilities in California.

Hands‑on RCRA Part B/post‑closure and Corrective Action experience; permit modifications/renewals, waste determinations, and record‑keeping.

California Title 27 and RWQCB WDR experience (monitoring/reporting, groundwater/leachate).

Air permitting with California air districts (NSR; Title V if applicable); landfill‑gas/GCCS familiarity; NSPS/EG reporting and emission calculations.

Stormwater IGP/SWPPP compliance; CUPA programs (HMBP; SPCC where applicable).

PE license is a plus; QSD/QSP certification is a plus.

Work Setup Benicia Area, hybrid position (3 days/week onsite). Occasional site travel as needed.
