Position Overview The Department of Parks and Recreation, Park Maintenance and Recreation Services Division is hiring three (3)

Recreation Director II (Swim)

positions, one located at the Waialua Complex, one at the Makiki Complex and one at the Manoa Complex. These positions independently perform professional work in planning, organizing, and directing a comprehensive aquatic program at one or more municipal aquatic facilities; are responsible for the overall operation of the pool complex; develop a wide variety of comprehensive aquatic programs; and perform other related duties as required.

Responsibilities

Develops specialized comprehensive aquatic programs, including tiny tot, senior citizens, exercise and water sports activities;

Researches and anticipates community interest and needs, and plans and organizes programs and activities in response to these needs;

Establishes program objectives and goals;

Recruits, trains, and supervises instructors and lifeguards;

Evaluates programs through feedback and statistics;

Conducts feasibility studies and adjusts and offers programs as applicable;

Develops and organizes special events, competitive swim programs, and other aquatic activities;

Assesses budgetary requirements of the facility and prepares and submits recommendations for operating budget;

Recommends and enforces departmental rules and regulations;

Recommends and develops standards, policies and procedures for aquatic programs and facilities;

Operates a light motorized vehicle to pick-up/drop off documents and supplies, and to attend training or meetings; and

Operates a Department of Parks and Recreation van or mini bus to transport program participants to various sites.

Special Work Requirements May be required to work evenings, holidays, and weekends. Will serve as a Disaster Response Worker during declared emergencies.

Minimum Qualification Requirements At time of application, you must be a citizen, national or permanent resident alien of the United States or a non‑citizen eligible under federal law for unrestricted employment.

Education Requirement Equivalent to graduation from a regionally‑accredited college or university with a bachelor’s degree in recreation, physical education, education or a related field.

Substitution – Experience Work experience may be substituted for the bachelor’s degree on a year‑for‑year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.

Experience Requirement One (1) year of professional (i.e., post‑bachelor’s degree, non‑clerical) experience in planning, organizing, and directing recreational activities.

Substitution – Experience A Master’s degree in recreation, physical education, or education from a regionally‑accredited university will substitute for the one (1) year of required experience. You must submit evidence of your Master’s degree in order to be given credit. Non‑Qualifying Experience Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of sufficient scope, level, and responsibility to conclusively demonstrate the ability to perform the duties of the position. Experience which did not demonstrate the knowledge and application of professional (i.e., post‑bachelor’s degree, non‑clerical) recreation principles, practices, tools, and techniques will not be considered as qualifying experience.

License Requirements Prior to appointment, possession of a valid:

American Red Cross First Aid Certificate or equivalent; and

Either an American Red Cross or American Heart Association Adult, Child, and Infant CPR and AED Certificate, to include care for choking and obstructed airway, or equivalent.

Verification Requirement: You must submit evidence of your valid First Aid and CPR/AED certifications in order to be given credit. Prior to completion of probation, possession of a valid:

American Red Cross CPR for the Professional Rescuer Certificate or equivalent;

American Red Cross Water Safety Instructor Certificate or equivalent;

American Red Cross Lifeguard Training Certificate or equivalent;

American Red Cross Lifeguarding Instructor Certificate or equivalent;

American Red Cross Adult, Child, and Infant CPR and AED Instructor Certificate, to include care for choking and obstructed airway, or equivalent; and

Department of Parks and Recreation van certificate.

The above certificates and licenses must be maintained on a current basis thereafter as a condition of employment.
