General Description
The General Counsel reports to the Executive Director and provides complex legal and analytical work. The role involves planning and coordinating legal activities to ensure prompt and effective actions within the Texas Veterans Commission (TVC). Essential Duties and Responsibilities
Serve as chief legal counsel to the Texas Veterans Commission. Provide legal advice, training and guidance to commissioners, executive staff, and agency personnel. Review laws, rules, and regulations affecting agency operations. Interpret, apply, and enforce government code and agency rules, including the Open Meetings Act, Public Information Act, and Texas Administrative Code. Review and edit legal documents, bills, administrative rules, grants, contracts, memorandums of understanding, and related documents. Liaise with the Office of the Attorney General (OAG) for pending and anticipated litigation, public information requests, and other agency matters. Assist in representation with the OAG in civil and criminal actions involving the agency, including discovery matters. Coordinate requests for legal opinions from the OAG. Act as the agency’s Ethics Officer and Records Management Officer. Advise agency management on employment actions to ensure compliance with employment discrimination statutes, rules, and regulations. Provide legal advice on policy decisions and identify appropriate legal solutions. Update on pertinent legal issues affecting the agency. Attend meetings on behalf of the agency and its governing body. Assist in the agency’s strategic planning process. Train, coordinate, and lead the work of others as assigned. Work outside standard hours (8‑5) may be required for work‑related functions. Travel as needed to perform legal and training duties. Perform related work as assigned. Minimum Experience and Education
Graduation from an accredited law school with a Juris Doctor (JD) degree and licensed to practice law in Texas. Member in good standing with the State Bar of Texas. Five years of extensive legal experience. Additional Requirements
Provide a current “Certificate of Good Standing” from the State Bar of Texas before an interview can be extended. Submit a recent legal writing sample with the application before an interview can be extended. Must be able to perform essential job functions and work over 40 hours as needed. Provide a valid Texas Driver’s License within 90 days of hire. Preferred Experience and Qualification
Experience advising a state agency or government entity. Experience in employment law. Experience drafting and revising contracts and memorandums of understanding. Experience with grant agreements, laws, rules, and regulations. Knowledge of state contracting authority and processes. Knowledge of the Texas Public Information Act and Open Meetings Act. Knowledge of administrative and government law with emphasis in rulemaking. Veteran preference – honorably discharged veteran. Knowledge, Skills, and Abilities
Prepare legal documents, conduct research, and summarize findings. Interpret and apply laws and administrative rules affecting the agency. Use legal databases with competence. Excellent research and writing skills. Develop and maintain professional relationships with internal and external contacts. Multi‑task and show flexibility and adaptability in all job functions. Prioritize and manage multiple projects simultaneously. Environmental & Physical Conditions
Normal office environment, mostly sedentary. Walking; standing; remaining stationary for long periods; pulling and pushing; kneeling, stooping, and bending; safely lifting and carrying items weighing up to 30 pounds. Extensive telephone usage and repetitive hand/wrist/finger motions while using the computer. Notes to Applicants
