Salary range: $154,000 - $268,000, with a midpoint of $211,000. New hires typically receive between the minimum and midpoint, although compensation may be slightly higher based on experience, internal equity, and market.

General Purpose Responsible for the activities and operations of construction safety and employee health and safety staff to meet agency expectations for safe work sites and associated facilities. Reports to the Chief Safety Officer and partners with the ECS Division Managers to ensure compliance with federal and state regulations.

Essential Functions

Plan, direct, and review the work of Division Managers and staff; assign work activities and provide timely feedback.

Coach, train, and motivate staff; measure performance and take corrective action as needed.

Allocate resources for safety oversight and compliance monitoring.

Ensure personnel possess the necessary skills, experience, and training.

Apply policies, procedures, and guidelines consistently and ensure completion.

Maintain staff compliance with agency policies and state/federal requirements.

Oversee occupational safety data entry, tracking, and reporting; analyze trends.

Develop and implement employee health and safety programs and trainings.

Coordinate with other divisions, departments, and external entities.

Verify compliance with Job Hazard Analysis, project safety plans, and regulatory standards.

Review and update safety programs, SOPs, and other documentation for effectiveness.

Manage the Agency’s Construction Safety Programs.

Assist in developing training and orientation programs.

Prepare and manage the annual ECS Division budget.

Represent the ECS Division on boards, commissions, and committees; prepare reports and correspondence.

Promote a positive safety culture and ensure staff follow safety rules.

Support sustainability integration into daily practices.

Minimum Qualifications Education and Experience:

Bachelor’s degree in Science, Engineering, Occupational Health, Industrial Safety, Safety Engineering, or a related field; eight years of experience in construction safety, occupational health/safety, or construction management (or equivalent education/experience). Six years of leadership, budgetary, planning, and workforce management experience.

Required Licenses or Certifications

Valid state driver’s license; field work may require travel not easily accessible by public transportation.

Required Knowledge and Skills

Operational knowledge of regional transit systems, construction management principles, occupational health and safety best practices, and regulatory standards.

Expertise in large project management, safety culture development, and construction management.

Negotiation, incident investigation, root cause analysis, and incident reporting skills.

Knowledge of applicable federal, state, and local laws and regulations related to health, safety, and transit operations.

Strong stakeholder communication and leadership skills, including training and staff development.

Budget preparation, financial management, and report writing.

Proficiency with modern office applications (Word, Excel, statistical databases).

Effective problem‑solving, strategic thinking, and data analysis abilities.

Driving commitment to safety culture across employees and contractors.

Physical Demands / Work Environment

Hybrid office, shop, warehouse, and field work environment.

Field inspections involve bending, climbing, grasping, hearing, sitting, standing, walking, and carrying up to 50 lbs.

Field work may expose staff to machinery, extreme weather, hazardous chemicals, and loud noise.

On‑call nights and weekends as required for incidents/events.
