Position Overview The Department of Healthcare and Family Services (HFS), Bureau of Professional and Ancillary Services, is seeking to hire a detail‑oriented individual to serve as the Universal Billing/Specialized Programs Unit Manager in the Institutional Billing and Payment Support Section. This position will direct the Hospital, Hospice, Renal Dialysis, Ambulatory Surgical Treatment Center, Birthing Centers and Specialized Programs relating to the Statewide Universal Billing Program. Additionally, the position will conduct complex projects as well as assist with policy development for the section.
The ideal candidate will possess medical billing knowledge and excellent communication, skills with a depth of administrative knowledge and experience in the field of management or public policy. It is imperative that the successful candidate possess organizational skills, analytical skills utilizing Data Warehouse, writing skills, and extensive leadership and management skills. Essential Functions
Serves as the Universal Billing/Specialized Programs Unit Manager and plans, directs, and evaluates the Hospital, Hospice, Renal Dialysis, Ambulatory Surgical Treatment Center (ASTC), Birthing Centers and Specialized Programs relating to the Statewide Universal Billing Program.
Serves as working supervisor.
Directs the interpretation of Department policies, procedures, instructions, and other related aspects regarding the Universal Billing Program.
Reviews and evaluates drafts of policies, rules and regulations, provider handbook material and provider notices regarding all institutional billing governing the Hospital, Hospice, Renal Dialysis, ASTC, Birthing Centers and the Specialized Programs segments to determine and ensure compliance with State and Federal regulations for payment of services provided.
Confers with providers, Agency representatives, and interested parties regarding problems and application of policies related to medical care and services.
Reviews legislation and drafts position papers, briefings and other materials.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services.
Preferred Qualifications
Two (2) years of experience working with hospital providers to resolve claims billing and payment issues.
Two (2) years of experience developing SQL queries via a Data Warehouse system and analyzing extracted data to identify problems or answer questions.
Two (2) years of experience independently creating complex formulas, graphs, and reports utilizing Microsoft Excel.
Two (2) years of experience developing policies, procedures, and/or instructions for a Billing Program, serving as a technical resource to resolve billing system issues.
Two (2) years of supervisory experience in a public or private organization.
Two (2) years of experience working with Medicaid Management Information Systems (MMIS) eligibility, electronic and paper billing systems/requirements, specifically with Institutional claims transactions, UB 04 and HIPAA compliant transactions.
Two (2) years of experience working with CPT, ICD‑9/ICD-10 and HCPCS codes as related to billing of services.
Two (2) years of experience with system programming/logic changes for problem initialization/resolution.
Two (2) years of experience providing expert‑level consultation to providers, staff, or management regarding complex billing system issues.
Specialized Skills
Two (2) years of experience working with hospital providers to resolve claims billing and payment issues.
Two (2) years of experience individually developing SQL queries via a Data Warehouse system and analyzing extracted data to identify problems or answer questions.
Two (2) years of experience independently creating complex formulas, graphs, and reports utilizing Microsoft Excel.
