Overview The Office of General Counsel (OGC) provides legal advice and assistance to the entire agency. OGC works to support the innovative programs and initiatives of DOHMH. The OGC team comprises attorneys working in legal affairs, contracts, privacy, employment law, the Institutional Review Board, and the Assisted Outpatient Treatment program.
Responsibilities As an integral member of OGC, the Supervising Associate General Counsel will work under the General Counsel and Deputy General Counsel, serve as supervising attorney for the Legal Affairs Unit, and provide support on a wide array of public health legal and policy issues. Key duties include:
Exercise a wide latitude of legal knowledge and judgement.
Supervise and manage the work of agency attorneys within the Legal Affairs Unit.
Litigate complex and significant cases, as needed.
Conduct legal research and draft written analyses as needed, often on time‑sensitive basis.
Draft important and complex legal statements and provide recommendations on questions of law and public health and/or administrative policy.
Draft amendments to the NYC Health Code and Commissioner of Health regulations.
Draft legal documents including orders of the Commissioner, varied types of agreements, contracts, and/or memoranda of understanding.
Maintain sensitive and confidential information.
Manage and distribute information accurately and appropriately.
Monitor the workflow, ensuring compliance with deadlines, and preparing reports and summaries.
Establish positive working relationships with co‑workers and programs.
Attend to other ad‑hoc projects and tasks as needed or assigned.
Preferred Skills
Experienced manager with ability to create a positive working environment.
Excellent research and writing skills.
Highly detail‑oriented with the ability to prioritize and manage multiple projects.
Previous experience using online legal databases such as Westlaw, CLEAR, and LexisNexis.
Current working knowledge of health department procedures, policies and practices is a plus.
Current experience in or knowledge and interest in Freedom of Information Law requests, privacy issues, day care and restaurant enforcement and other public health matters is a plus.

Minimum Qualifications
Admission to the New York State Bar.
Four years of recent full‑time responsible, relevant, satisfactory legal experience post‑admission, with at least eighteen months involving supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Maintain membership in good standing with the New York State Bar throughout employment.
Residency Requirement New York City residency generally required within 90 days of appointment. Employees who have worked for the city for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
Additional Information
Salary range: $83,718.00 – $150,000.00.
