Practice Builder (Site/Civil Engineering)
ATCS is seeking a highly motivated Practice Builder for our Land Development Engineering discipline to join our organization in Newport News, VA. This leadership role will be focused on business development targeting private sector clients. This individual will bolster ATCS' Land Development footprint in the Hampton Roads region by winning projects with these new clients.
Essential Responsibilities
Developing and nurturing land development client relationships in the Hampton Roads area
Identifying new project pursuits
Marketing ATCS’ land development offerings
Developing proposals for new pursuits
Client and project management
Overseeing delivery of site development projects

Qualifications
Bachelor's Degree in Civil Engineering, Land Planning, Architecture, Construction Engineering, or Construction Management
Demonstrated history of technical expertise in residential, commercial, industrial, or institutional land development engineering
Professional licensure preferred
Existing strong relationships with private‑sector builders, developers, landowners, and local agencies
Strong communication and time‑management skills with the ability to effectively oversee staff, projects, and multiple priorities
Expert in land development and permitting processing in jurisdictions throughout Hampton Roads; with extensive experience in site development design and management of design staff.
Ability to travel as needed
Benefits Our employees are the most critical part of ATCS. For this position, we offer a competitive salary range of $121,950 to $210,150 per year, commensurate with experience and qualifications. The role is also eligible for an annual management bonus, with a target of 7.5% to 12.5% of the employee's annualized salary.
