Position Overview The NYC Department of Design and Construction, Division of Infrastructure is seeking a Deputy Director for the Design Unit – Section 3 – Consultant Design.
Reporting to the Director, the selected candidate will assist in managing the design program for multiple capital infrastructure projects, including sewers, water mains, roadways, plazas, and green‑infrastructure features. The Deputy Director will develop and maintain standard design specifications, drawings, and guidelines to ensure consistency and quality across all designs.
Responsibilities
Supervise Engineers‑in‑Charge, engineers, and technical staff involved in both in‑house and consultant design work.
Review design submissions for technical accuracy and compliance with DDC, DOT, and DEP standards.
Oversee consultant design assignments and coordinate interdisciplinary reviews.
Resolve design‑related issues during project development and keep projects on schedule, within budget, and in accordance with agency objectives and allowable IFA rates.
Represent the Design Unit at meetings with utility companies and City, State, and Federal agencies.
Coordinate with sponsor agencies, regulatory entities, and private utilities throughout all stages of project development.
Provide technical guidance and training to design staff to support professional development and quality assurance.
Assist the Director in implementing the Design Group’s mission and contributing to continuous improvement of design procedures and tools.
Participate in initiatives that promote sustainability, resilience, and constructability within DDC’s infrastructure program.
Qualifications
Valid New York State License as a Professional Engineer.
Six (6) years of full‑time satisfactory experience in chemical, civil, electrical, environmental, mechanical engineering, or plan examination work, with at least two (2) years in an executive, managerial, or administrative capacity.
Preferred Skills
Minimum of 2–4 years of strong supervisory, administrative, and management experience in the design area.
Outstanding verbal and written communication skills in English.
Proficiency in Microsoft Office and AutoCAD.
Knowledge of roadway, sewer, and/or water main infrastructure work.
Familiarity with NYC DOT, NYS DOT, NYC DEP specifications, MUTCD, and AASHTO standards.
Comprehensive understanding of the NYC infrastructure system and current engineering practices.
Proficiency in Primavera P6 scheduling and Envision Sustainability Professional (ENV SP) credential (preferred).
Design‑Build Institute of America (DBIA) accreditation (preferred).
Valid driver’s license (required).
Personal vehicle (optional).
