Position Overview JMark is seeking a mid-level Operations Manager to support daily operational activities and contribute to the strategic goals of the Office of the Under Secretary of Defense for Research & Engineering (OUSD(R&E)). The selected candidate will support workflow optimization, quality assurance, performance monitoring, and compliance across a dynamic, fast‑paced organizational environment. This role requires strong analytical skills, the ability to streamline processes, and a commitment to operational excellence.
Key Responsibilities
Oversee daily operations and assess opportunities to optimize performance.
Review existing workflows, identify process gaps, and recommend actionable strategies to enhance efficiency and productivity.
Support development and implementation of quality assurance programs, ensuring adherence to established standards.
Provide operational guidance, training, and constructive performance feedback to promote team effectiveness.
Support a collaborative and engaged workforce aligned with organizational objectives.
Assist in the creation, development, and execution of long‑term operational strategies in alignment with OUSD(R&E) goals.
Participate in strategic planning discussions and offer data‑driven recommendations.
Establish and maintain key performance indicators (KPIs) to track operational outcomes.
Analyze operational data and prepare reports for senior leadership to support decision‑making.
Identify operational risks, propose mitigation strategies, and strengthen business continuity planning.
Monitor risk trends and ensure proactive response measures.
Ensure all operations adhere to relevant laws, regulations, industry standards, and internal policies.
Promote continuous improvement and support corrective actions as needed.
Required Qualifications Education
Bachelor’s degree in a management or technical discipline (e.g., Engineering, Mathematics, Science).
Four (4) years of specialized experience may be substituted in lieu of a degree, at the discretion of the Government.
Advanced program management education or certification (e.g., PMP) is preferred.
Experience
Minimum of three (3) years of experience as an Operations Manager.
Experience improving operational processes, developing KPIs, and supporting organizational strategies.
Familiarity with DoD or federal operations environments is highly desirable.
