The Office of the Comptroller’s Bureau of Information Systems provides a full range of technology support services for key business functions and Charter‑mandated responsibilities of the Comptroller’s Office. These services include technology strategic planning, web site development, graphic design, disaster recovery, systems development, network administration, audio/visual services, business process re‑engineering, change management, program management, security administration, service desk, computer operations, telecommunications, and document management.

The position will oversee and manage the day‑to‑day functions of the organization’s network infrastructure. Reports directly to the Chief Information Security Officer (CISO). This technical role is responsible for the overall network operations including data centers operations, servers, storage, backup environment, patching systems, network switches, firewalls, load balancers, WAN, SDA LAN, and remote access environment. In addition, manage vendors and external business partners relationships and projects. Tasks include, but are not limited to the following:

Responsibilities

Team Management: Lead, guide, and mentor a highly technical team of network administrators each with leading subject matter expertise in their respective fields. Promote team innovation and continuous professional growth.

Security Management: Enforce and implement network security procedures and policies which include intrusion detection systems, firewalls, and VPNs.

Incident Management: Respond to network incidents while ensuring the Service Level Agreement (SLA’s) identify a timely resolution of network and systems outages. Determine and execute recommendations for best practices.

Collaboration: Collaborate with Application Development, Windows systems and accounts, Service Desk, bureau liaisons and stakeholders.

Performs other related duties and responsibilities, as assigned.

Minimum Qualifications

A master’s degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full‑time, satisfactory experience in Information Technology including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial, or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full‑time, satisfactory experience as described above; or

A four‑year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full‑time, satisfactory experience as described above; or

A satisfactory combination of education and experience equivalent to any of the above. However, all candidates must have at least a four‑year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience described above.

Preferred Skills

Knowledge of virtual environment management, perimeter security, vulnerability patching systems, infrastructure hardware management, and Cloud solutions. Ability to communicate effectively with technical and non‑technical stakeholders.
