Responsibilities The NYC Law Department is seeking a qualified candidate for a full-time position in its affirm­ative litigation division. The qualified candidate will perform essential duties and responsibilities that will include but are not limited to the following tasks:

Provide support to the division’s collections practice, which uses outside counsel and in‑house attorneys to collect judgments and debt on behalf of the City.

Provide support to the division’s tenant protection work, by analyzing, tracking, and reporting on data relevant to code violations and civil penalty calculations, among other things.

May be assigned other projects that require data collection, analysis, and reporting.

Develop and implement processes for searching, tracking, and analyzing docketed and undocketed violations adjudicated by the City’s Office of Administrative Trials and Hearings.

Develop and implement procedures relating to review of outside law firms’ monthly invoices and data entry into Law Department case management system (Law Manager).

Prepare, review, and analyze reports and projections relating to the collections practice.

Monthly transaction reporting and oversight of criminal court processes to ensure accurate data entry.

Oversee issues relating to the Law Department’s credit card system (CPRR), including Department of Finance applications and annual PCI compliance.

Prepare, maintain, and revise system and procedure manuals for collection practice.

Work with Law Department divisions, outside law firms and agencies—including OATH, ECB, Department of Finance, and others—on data requirements, system interfaces, and reporting.

Perform other data analysis and reporting work, and Excel work, as needed by the division, including developing systems to implement Internal Revenue Code requirements for identifying and reporting Law Department judgments, orders, and settlements.

Familiarity with NYC Open Data required; proficiency with Excel required; proficiency with R preferred.

Analyze, track, and report on data available on NYC’s Open Data and other publicly available datasets; manage inquiries requiring data analysis; develop reports and reporting tools, including from Law Manager and Excel; develop more detailed reports using SQL tools; generate spreadsheets and reports, often for litigation; translate concepts into Excel formulae and analysis to generate usable work product.

Minimum Qualifications A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full‑time professional experience working in one or a combination of the following areas: budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full‑time professional experience as described in the previous item.

A four‑year high school diploma or its equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full‑time professional experience as described in the previous item.

A combination of education and/or experience equivalent to any of the above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
