Senior Performance Analyst Chicago Police Department – Strategic Initiatives Division

Overview Under general supervision, performs fully functional professional analysis of programs and operations in city departments and makes recommendations to improve their effectiveness, and performs related duties as required.

Essential Duties

Analyze, interpret, and report on performance data to support informed decision-making, operational efficiency, and policy improvements.

Assist in developing analytical frameworks to assess program performance, identify trends, evaluate community concerns, and measure progress toward departmental goals.

Produce high-quality research and reports that translate findings into meaningful insights and actionable recommendations.

Coordinate with internal divisions and external agencies to acquire and integrate relevant data for analysis of crime patterns, emerging issues, and service delivery.

Evaluate complex operational and business systems; draft flowcharts and models to assess current work methods and identify areas for improvement.

Assist in developing performance indicators for new or modified programs and monitor implementation effectiveness, recommending modifications as needed.

Research and apply best practices, statistical techniques, and modeling methods to inform organizational improvements and strategic planning.

Assist in developing and maintaining databases and dashboards to support data reporting and transparency.

Utilize tools such as SQL, Tableau, and GIS platforms for data analysis, reporting, and visualization.

Facilitate implementation of new procedures and standards; draft manuals and documentation to institutionalize changes and improvement.

Additional Responsibilities Location: Public Safety Headquarters, 3510 S. Michigan Avenue. Days: Monday – Friday. Hours: 9:00 AM – 5:00 PM. Position is not in career service.

Minimum Qualifications

Bachelor’s degree + 3 years of work experience in program auditing or operations analysis, OR

Master’s degree or higher + 2 years of work experience in program auditing or operations analysis.

Candidates must pass a background investigation, drug screen, and other pre-employment procedures as determined by the Chicago Police Department.

Selection Requirements Interview with a writing exercise and/or skills assessment test. Candidates with the best qualifications based on oral and written interview will be selected.

Preference

Previous experience conducting complex data analysis and performance evaluation using SQL, Tableau, or GIS to produce actionable insights and data-driven recommendations.

Previous experience designing analytical frameworks, performance indicators, and reports that measure program effectiveness.

Previous experience in collecting, integrating, and interpreting data that supports operational improvements, policy development, and community engagement.
