Construction and Facilities Development Project Manager – Houston, TX
Bowman Engineering & Consulting (BEC) is seeking an experienced civil engineering project manager to lead multi‑phase development projects in Houston and surrounding areas. The role combines technical design oversight, client liaison, and office leadership.
Key Responsibilities
Analyze project scope, conduct site visits, prepare level of effort estimates, and negotiate final fees with clients.
Coordinate project status and budget with clients; prepare and approve invoices, and manage supplemental fee negotiations.
Lead multiple projects simultaneously, ensuring on‑time delivery within budget and compliance with quality standards.
Determine staffing needs and oversee resource planning.
Provide guidance to clients and internal staff across experience levels.
Develop communication plans and materials for public meetings (city council, local agency, residential community).
Ensure adherence to industry standards, regulations, and engineering safety protocols.
Respond to construction administration action items: RFIs, change orders, material quality approvals.
Conduct quality control audits of designs originating from the BEC – Houston office, verifying accuracy.
Conduct site visits to monitor construction and validate project delivery.
Attend pre‑bid, construction (all‑phase), status update, and close‑out meetings; resolve design issues.
Assist with business development: proposal write‑ups, industry meetings, client visits.
Other duties as assigned.
Office Leadership – Houston
Primary point of contact for the Houston office; foster positive culture and align with company values.
Oversee office operations, resource planning, staffing levels, and coordinate with other departments to meet project and business goals.
Lead mentorship and career development for Houston staff; performance feedback and engagement initiatives.
Partner with HR to support recruiting efforts for Houston area talent.
Represent the Houston office at company‑wide meetings, client events, and local professional organizations.
Education & Experience
Bachelor’s degree in Civil Engineering or related field.
MS in Engineering desired.
Expert knowledge in site development, roadways, paving, drainage systems, water and wastewater utilities, and traffic control plans.
10+ years in civil engineering design and simultaneous project management.
5+ years in direct management/supervisor experience helpful.
