Description of Work The structure of DSS/CSS’s supervision is a regional model that provides support and monitoring to counties. The programs within the Department that are affected include child welfare services, adult protective services and guardianship, special assistance, economic and family services, and child support services. There are seven contiguous regions, each of which has a Continuous Quality Improvement (CQI) Specialist and a Regional Trainer assigned that represent each service or program area, forming a team that works together to provide support. Each region’s team works collaboratively to provide comprehensive technical assistance, monitoring, and training for the region assigned to identify areas of deficiency, develop CQI plans to address the deficiencies, and monitor the county’s performance to ensure the county continuously moves towards meeting and/or maintaining performance measures.
The CQI Specialist works within the Policy and Training Unit of the Child Support Program’s Central office in Raleigh, NC. This is a home‑based position supporting the following counties: Alexander, Alleghany, Ashe, Avery, Burke, Caldwell, Catawba, Cleveland, Gaston, Iredell, Lincoln, McDowell, Rutherford, Watuaga, and Wilkes.
The primary purpose of this position is to monitor, train, and provide or arrange technical assistance to the county child support programs. In addition, this position will be responsible for working with the county in improving their program and directing the CQI process, on and off‑site consultation, review of records, review of data related to performance measures and other metrics, and building professional relationships to improve outcomes for adults, children, and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and Policies.
Other Responsibilities
Provide oversight of county administration, including:
Act as the primary contact for counties
Provide technical assistance to counties
Provide basic system functionality guidance to counties
Oversee Program Performance, including:
Utilizing county specific and regional data to identify areas of improvement
Conduct regionalized supervision by monitoring programs, providing feedback, and conducting IRS inspections
Utilize county specific and regional data regarding program performance measures to identify areas of deficiency or non‑compliance and develop a continuous quality improvement plan
Preferred Qualifications
Demonstrated experience in compliance monitoring, program reviews, and resource management
Experience with the North Carolina Child Support system
Proven experience in leadership and organization
Experience in analyzing and evaluating programs and the development and presentation of reports
Proven experience using the Automated Collection and Tracking System
Demonstrated knowledge of the federal regulations, state statutes, policies and procedures that govern child support services
Ability to travel extensively overnight
Salary Range: $55,823 – $97,689. Recruitment Range: $55,823 – $74,448.
This position is funded in part through federal funds.
