Job Overview The Senior Java Developer (Programmer V) reports to the IT Administrative Applications department. Responsibilities include developing applications on HHSC’s cloud platform, delivering solutions according to agile definitions of “done”, and performing design, development, testing, and production support.
Essential Job Functions
Attend work on a regular schedule, following agency leave policy; perform assigned duties.
Lead architectural design, planning, and production support for custom software systems, interagency interfaces, and statewide applications. Identify and define enhancements for existing applications. (35%)
Oversee coding, testing, debugging, and preparation of test data. (20%)
Provide technical advice to management and staff in analysis and programming, and support business process interfaces with external agencies. (20%)
Assist in planning, scheduling, and coordinating analysis and programming activities; aid in establishing standards and procedures. (10%)
Develop business policies and procedures in alignment with agency standardization; coordinate with project managers and subject matter experts. (10%)
Other duties as assigned. (5%)
Qualifications
Graduation from a four‑year college or university with major coursework in computer science, information systems, or related field (or equivalent experience).
Minimum 5 years of Java/J2EE enterprise development (Java, Spring, Spring Boot, React‑JS, or similar).
Minimum 4 years of SQL experience.
Minimum 2 years of Agile (Scrum) experience.
Minimum 2 years of web‑based UI development (ReactJS, Angular, or similar).
Minimum 2 years of web service development (RESTful).
Experience with cloud platforms, NodeJS, Docker, No‑SQL databases, Elasticsearch, WebSphere/WebLogic, and cybersecurity tools is preferred.
Additional Information Must be willing to work from an HHSC office in Austin, TX, 3 days or more per week. Telework may be eligible subject to agency policies. This position is full time, exempt, and is eligible for the HHSC benefits package.
