Applicants must be permanent in the Administrative Staff Analyst Civil Service Title.

The Office of Budget Administration (OBA) is responsible for the planning, development, and coordination of the Agency’s budget and for monitoring Agency’s revenues, expenditures, and staffing for all DSS/HRA/DHS programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency. The Budget Director provides technical support to HRA program areas.

The OBA unit manages the budgets of the following programs: Domestic Violence Services (DVS), Adult Protective Services (APS), Home Energy Assistance Program (HEAP), Community Food Connection program (CFC), HIV/AIDS Services Administration (HASA), Medical Assistance Program (MAP), and Home Care Services Program (HCSP).

Responsibilities

Manage the budgets for all programs within the unit and modify the budget and financial plan to reflect new appropriations, cost containment, and productivity savings.

Manage and support staff to fulfill the responsibilities of the unit.

Direct ongoing analyses of expenditures, identify trends, areas of under‑spending or accruals, flag problem areas, and alert senior staff of corrective actions needed to bring spending in line with budgets.

Review requests from program areas for new capacity needs, budget adjustments, and other priority needs.

Direct the development of efficiencies that provide increased income/revenue or cost savings/avoidance for the agency.

Advise senior management regarding financial plan changes, programmatic budget adjustments, and expenditure trends in response to press, audit, or other oversight agency requests.

Ensure maximum use of grant funds to offset City Tax Levy costs as appropriate.

Manage year‑end surplus needs and establish accruals for program area budgets.

Work with unit staff to review and approve contract certification of funds in the PASSPort system, ensuring contracts have approved funding and the correct financial contract budget structure allocations.

Monitor actual expenditures against the budget.

Oversee the evaluation and reporting on budgetary and financial activities and the integration of this information with other agency data.

Guide interfacing with program areas to obtain statistics/data and develop reference materials for meetings and hearings.

Manage the overall budget structure for the program area and major plan exercises (Adopted Budget, Preliminary Budget, Executive Budget, and November Plan).

Recommend and oversee the implementation of Corrective Action Plans to ensure efficient expenditure usage.

Position Level AD Staff Analyst (NM‑II) / Administrative Staff Analyst (1002D)

Minimum Qualifications

A master’s degree in economics, finance, accounting, business, public administration, or a closely related field, and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or a related area; 18 months of that experience must be in an executive, managerial, administrative or supervisory capacity.

Alternatively, a baccalaureate degree and four years of professional experience in the above areas, including 18 months in an executive, managerial, administrative or supervisory capacity.

Preferred Skills Effective communication, analytical, and organizational skills; experience with budgeting systems and financial analysis.

Salary Range $300,000 – $325,000
