Budget Analyst IV – Core4ce
Location: Washington, DC
Core4ce seeks an elite Budget Analyst IV to provide senior‑level financial management support to the All‑Domain Anomaly Resolution Office (AARO) within the Office of the Under Secretary of War for Intelligence & Security (OUSW(I&S)). This key personnel position serves as the principal budget and financial management specialist supporting one of DoD's most unique missions—investigating unidentified anomalous phenomena across all operational domains. As the senior financial advisor directly supporting the AARO Director, you will lead Planning, Programming, Budgeting, and Execution (PPBE) activities for research, development, test, and evaluation programs that operate at the frontier of scientific understanding and national security.
Responsibilities
Lead budget planning, PPBE participation, and provide recommendations for senior leadership
Prepare daily budget documents, cost analyses, financial reports, and director‑level presentations
Monitor spending, track funds, and manage real‑time financial status for leadership
Develop and submit UFR packages, weekly funding packages, and annual appropriations reports
Support Congressional budget processes and prepare justification materials
Provide guidance on O&M and RDT&E appropriations and assist with Congressional inquiries
Coordinate with DoD budget offices and stakeholders on appropriations and oversight
Develop procurement documentation (SOW, PWS, sole‑source justifications, market research)
Review cost estimates and acquisition documents for accuracy and compliance
Build and maintain relationships with Joint Staff, DoD Components, Military Departments, and COCOMs
Serve as primary budget liaison between AARO and external financial management organizations
Support executive‑level briefings and translate complex financial information for non‑financial audiences
Qualifications
Active TS/SCI eligibility
Bachelor’s degree in Finance, Accounting, Business, or related field (Master’s preferred)
15+ years budget/financial analysis experience (defense/federal preferred)
8+ years DoD budget and financial management experience
Strong knowledge of DoD PPBE, O&M, and RDT&E appropriations
Experience managing program budgets over $10M
Skilled in budget formulation, execution, forecasting, and reporting
Experience preparing and defending budget justifications
Familiarity with acquisition and procurement processes
Proficient with DoD financial systems and regulations
Ability to work in classified environments
Strong analytical, communication, and executive briefing skills
Ability to manage competing priorities under tight deadlines
Travel may be required (CONUS/OCONUS/NCR)
