California Energy Commission . The California Energy Commission (CEC) is seeking an experienced, strategic, and forward‑thinking Chief of Staff to support Commissioner Nancy Skinner in advancing California’s clean energy, decarbonization, and climate leadership goals.
Responsibilities Policy Strategy & Advisory Leadership (40%)
Coordinates closely with Commissioner Skinner to support her key policy areas, including deployment of clean transportation and zero‑emission vehicle (ZEV) infrastructure, building codes, appliance standards, and energy efficiency policy; advises on navigating tradeoffs to achieve equitable, affordable ZEV and energy efficiency outcomes.
Provides high‑level expertise on policy, governance, and strategic communications.
Advises on complex and sensitive policy development and approvals.
Supports public engagement and interagency collaboration.
Develops and reviews program proposals, organizes briefings, evaluates staff deliverables, and prepares or oversees presentations, talking points, and speeches.
Commission Decision Support (20%)
Advises the Commissioner on decisions before the Energy Commission.
Reviews business meeting materials, prepares issue memos, and drafts or edits memoranda, resolutions, and correspondence.
Evaluates and recommends speaking engagements and public event participation.
Special Projects & Stakeholder Engagement (20%)
Leads special projects on high‑priority and sensitive energy policy issues.
Serves as liaison to key stakeholder groups and constituencies involved in CEC activities.
Staff Leadership & Operations Management (10%)
Plans, organizes, directs, and manages interdisciplinary staff to ensure high‑quality, timely work products.
Ensures compliance with personnel, training, travel, and disclosure requirements.
Represents the Commissioner and the CEC at outreach events, hearings, conferences, and legislative engagements.
Reports back on issues and developments relevant to the Commissioner’s priorities.
