Zantech is looking for a talented
Program Manager SME
to contribute to the success of our
Business Process Improvement and Management Support Services
project for an upcoming
Hybrid
role based out of the Washington DC Metro area. The
Program Manager SME
will play a crucial role in leading program and project management support for the USCIS Business Process Improvement and Management Support Services project. The Program Manager SME will provide executive management consulting, program implementation support, and business management services to enhance operational performance and efficiency across VER and FOD directorates.
Responsibilities
Facilitate cross-functional collaboration across VER, F, USCIS, DHS, and the larger immigration enterprises.
Ensure policy and operational alignment through regular coordination meetings, documented action items, and tangible process improvements.
Develop and implement data-driven strategies to optimize operational efficiency, with quarterly progress reports on key performance indicators (KPIs).
Conduct technology assessments and provide actionable recommendations for IT enhancements, including adoption of emerging technologies such as artificial intelligence (AI).
Deliver detailed business requirement documentation, including process flow diagrams, use cases, and functional specifications to support IT development initiatives.
Implement and scale Agile methodologies with clearly defined roles, responsibilities, and success criteria.
Establish and maintain governance artifacts (e.g., RACI charts, project charters, and gate reviews) to ensure consistent oversight and accountability.
Facilitate/promote enterprise-wide collaboration among VER, FOD, USCIS, and DHS objectives.
Develop strategic roadmaps and implementation plans.
Provide governance support through regular project health assessments, identifying risk and recommending mitigation strategies.
Establish performance monitoring mechanisms to track project outcomes, providing monthly status reports.
Required Experience & Knowledge
Minimum of 10 years of progressive experience in program and project management, including at least 5 years managing large-scale, complex federal programs or initiatives.
Demonstrated ability to lead cross-functional teams and manage competing priorities.
Experience with Agile methodologies, program planning, risk management, and performance reporting.
Strong communication and stakeholder engagement skills at the executive level.
Required Education/Certifications
Bachelor's degree in Business Administration, Public Administration, Information Technology or a related field.
Project Management Professional (PMP).
Program Management Professional (PgMP) or equivalent.
Preferred Education/Certifications
Master's degree.
Agile certification.
SAFe certification.
Required Security Clearance
US Citizenship and the ability to obtain and maintain an active DHS background investigations or higher clearance, per contract requirements.
