The Director of Performance Intelligence and Outcomes plays a key role in supporting North Dakota Health and Human Services' (ND HHS) Office of the Commissioner by developing, maintaining, and analyzing program performance metrics across the agency. HHS’ goal is to be the healthiest state in the nation, and this position will provide data‑driven insights to inform strategic decision-making, evaluate program effectiveness, and promote accountability.

Responsibilities

Collaborate with internal and external stakeholders to develop performance measurement frameworks, evaluation methodologies, and reporting practices.

Design, create, and maintain performance dashboards to monitor agency programs and initiatives.

Collect, validate, and analyze quantitative and qualitative data to assess program outcomes and effectiveness.

Provide actionable insights and recommendations to support program improvement and strategic planning.

Prepare reports, presentations, and visualizations for the Commissioner, Deputy Commissioner, Executive Leadership, and other stakeholders such as legislators.

Qualifications

Bachelor’s degree in public policy, public health, social sciences, statistics, or a closely related field.

Experience in data analysis, program evaluation, or performance measurement.

Proficiency in data management tools and software (e.g., Excel, SQL, Tableau, Power BI).

Knowledge of Health and Human Services programs and policy is preferred.

Location This position will be based at the ND State Capitol, Bismarck, ND.
